Yöneticiler, sanatın gelişmesi ve sanatçının desteklenmesinde, tarihin farklı dönemlerinde önemli ölçüde etkili olmuşlardır. Osmanlı Devleti’nde de bu durum, hem kendinden önceki devletleri örnek alarak hem de öncülerinden devraldıkları hamilik sistemini geliştirip kurumsallaştırarak devam etmiştir. Sistem, devletin kurulup gelişme süreciyle paralel bir şekilde ilerlemiştir. Sanatçı ve devlet otoritesi, süreç içerisinde etkileşim hâlinde olagelmiş ve bu durum, sanat, sanatçı ve destekleyici konumundaki yöneticilere çeşitli kazanımlar elde etme imkânı sunmuştur. Doğu ve Batı’da kurulan devletlerdeki ve Osmanlı Devleti’ndeki himaye sistemi hakkında çeşitli çalışmalar yapılmıştır. Şair ve Sultan adlı çalışma da döneme ait kaynaklar tanık gösterilerek, Osmanlı Devleti’nde himaye sistemi ile ilgili değerlendirmeleri içermektedir. Çalışma, ön söz, giriş, dört bölüm, sonuç ve kaynakça kısımlarından oluşur.

Managers have been significantly influential in the development of art and supporting the artist in different periods of history. In the Ottoman Empire, this situation continued both by taking the previous states as an example and by developing and institutionalizing the patronage system they inherited from their pioneers. The system progressed in parallel with the establishment and development of the state. The artist and the state authority have been in interaction in the process, and this situation has provided the opportunity to gain various gains to the administrators in the position of art, artist and support. Various studies have been carried out on the patronage system in the states established in the East and West and in the Ottoman Empire. The study titled Şair ve Sultan includes the evaluations about the patronage system in the Ottoman Empire, with the sources of the period as witnesses. The study consists of preface, introduction, four chapters, conclusion and bibliography.
