DEVLETİN GÖRELİ ÖZERKLİĞİ TEZİ VE ABD’DE 2008 FİNANSAL KRİZİ

Çalışma, 2008 Krizi’nde neoliberalizmin ABD’de sorgulanmasına rağmenhükümet uygulamalarında neden derinleştiğini anlamak için Obama ve Trumpdönemlerindeki devlet ve sermaye ilişkilerine odaklanmıştır. Devletin GöreliÖzerkliği Tezi’nin ABD’nin Obama ve Trump döneminde krize yanıt olarakgeliştirilen devlet politikalarını açıklamada ne derece başarılı olduğu ortayakoymak amaçlanmaktadır. Bu amaçla, ilkin, Poulantzas’ın Devletin GöreliÖzerkliği Tezi Domhoff ve Miliband’ın çalışmaları çerçevesinde eleştirel olarakincelenmektedir. Obama’nın seçim kampanyalarının sermaye sınıfı tarafındandesteklendiği, Trump’ın ise iş adamı olması hasebiyle sermaye sınıfının ABDdevlet politikalarının oluşturulmasına doğrudan katılım sağladığıvurgulanmaktadır. Bunun sonucunda, bu yönetimlerin krize karşı geliştirdikleripolitikaların neoliberalizmin derinleşmesine ve bu sistemdeki hataların göz ardıedilmesine neden olduğu tartışılmaktadır. Sonuç bölümünde, devletin sermayesınıfı ile sıkı bağları sonucu krize yönelik politikaları geliştirip uygularken göreliözerk davranamadığı, daha çok finans sermayesinin bir aracı gibi davrandığı ortayakonulmuştur

THE THESIS OF RELATIVE AUTONOMY OF STATE AND THE 2008 FINANCIAL CRISIS IN THE USA

The study focuses on the state-capitalist class relations in Obama and Trump presidencies to clarify why neoliberalism was not problematized and even deepened due to the 2008 Crisis. It examines the Relative Autonomy of State Thesis and aims to explore its effectiveness to account for the crisis policies of Obama and Trump. To this end, first, the study examines Poulantzas’ Relative Autonomy of the State Thesis argumentatively by utilizing Miliband’s and Domhoff’s analytical frameworks. The study argues that while the capitalist class supported the election campaigns of Obama, Trump is a member of the ruling class. To conclude, the study argues that, due to these close ties, the state failed to behave relatively autonomously while responding to the crisis, and acted as a direct instrument of the capitalist class.
