ÇOĞULCU DEMOKRASİ KAVRAMINA FARKLI BİR YAKLAŞIM: ÇOK BOYUTLU DEMOKRASİ KURAMI VE SORUNLU DEMOKRASİLER

Günümüzde çoğulculuğu ve partiler arası rekabeti sınırlı düzeyde tanıyan, ancak, aynı zamanda da temel demokratik normları ciddi ve sistematik bir biçimde ihlal eden siyasal rejimlerin sayısının azımsanmayacak ölçüde olduğu ifade edilmelidir. Ne çoğulcu demokrasinin unsurlarını tümüyle bünyesinde taşıyan ne de tam anlamıyla otoriter olan bu siyasal rejimlerin tespit edilmesi amacıyla çoğulcu demokrasi kavramına farklı bir açıdan yaklaşılması zorunluluğu ortaya çıkmıştır. İşte, bu çerçevede, söz konusu çalışmada, öncelikle çok boyutlu demokrasi kuramı açıklanacak, daha sonra, "gri alanda" kalan sorunlu demokrasiler, demokratik ve otoriter rejimler perspektifinden mercek altına alınacaktır

(A DIFFERENT APPROACH TO THE CONCEPT OF PLURALIST DEMOCRACY: THE CONCEPT OF EMBEDDED AND DEFECTIVE DEMOCRACIES)

It should be stated that, at the present day, the number of political regimes, which recognize competition between political parties, yet at the same time violate fundamental democratic rules in a serious and systematic way, is not to be underestimated. In order to identify these political regimes, which neither embody all the elements of pluralist democracy, nor are completely authoritarian, it is unavoidable to approach pluralist democracy through a different point of view. Therefore in this context, the paper will first explain the concept of embedded democracy. Then, defective democracies that remain in the "gray area" will be scrutinized through the perspective of both democratic and authoritarian regime.
