Bu çalışmada Türkiye’de kırmızı et fiyatlarında 1985-2010 yılları arasında meydana gelen değişimlerin; önemli ekonomik olaylar ile kasaplık hayvan ve kırmızı et ithalatı kararları çerçevesinde incelenmesi amaçlanmıştır. Araştırmanın materyalini; Türkiye’de 2010 yılına ait canlı hayvan ve kırmızı et ithalatına ilişkin rakamlar, 1985-2010 yılları arası dönemde gerçekleşen kırmızı et, canlı hayvan ve kesif besi yemi toptan satış fiyatları, TEFE-ÜFE ve Alım Gücü Endeksine ait veriler oluşturmuştur. Araştırmada, Türkiye’nin 2010 yılı Aralık ayına kadar toplam 100.500 ton civarında kırmızı et ithal ettiği belirlenmiştir. Koyun eti 2003-2008 yılları arasında ortalama fiyatlar üzerinden; reel olarak 1.69 TL’lik fiyat aralığında dalgalanırken, 2009 yılında 2008 yılına göre %51.40, 2010 yılında ise 2008 yılına göre %68.54 oranında artış göstermiştir. Diğer taraftan sığır eti yıllık ortalama reel fiyatı 2003-2009 yılları arasında 1.26 TL’lik fiyat aralığında dalgalanırken, yalnızca 2010 yılında 2009 yılına göre %37.02 oranında artmıştır. Sonuç olarak; yıllar içerisinde yaşanan ekonomik krizler ve krizlerin etkilerinin giderilmesine dönük politika tedbirlerinin zamanında alınmaması, hayvancılık sektörünü son derece olumsuz etkilemiş, üretimde azalmalar ve çekilmeler olmuştur. Son dönemlerde uygulanan politikalarda yetersizlik sonucu, canlı hayvan ile kırmızı et fiyatlarındaki istikrarsızlık ve artan mali risk üreticilerin hedef ve beklentilerini olumsuz yönde etkilemiştir. Türkiye’de kırmızı et fiyatlarında istikrarın sağlanması ve kırmızı et ithalatının durdurulmasının ancak, sektör paydaşlarının katılımıyla süratle alınacak rasyonel hayvancılık politikası tedbirleri ile orta ve uzun vadede gerçekleştirebileceği düşünülmektedir

In this study, it is aimed to examine the change occurring in red meat prices in Turkey between 1985 – 2010 years within the framework of important economic events, as well as import decisions of slaughtered animals and red meat. The figures concerning livestock and red meat import for the year 2010 in Turkey, wholesale prices of red meat, livestock, and concentrated fattening feed occurring in the period between the years of 1985 and 2010, the data relating to Wholesale Price Index-Producer Price Index and Purchasing Power Index have constituted the material of the research. It was determined that Turkey imported around 100.500 tons of red meat until December 2010. While the mutton price is fluctuating in the range of 1.69 TL in real terms over the average prices between the years of 2003 and 2008, in 2009 it increased at the rate of 51.4% compared to 2008 but in 2010 it increased at the rate of 68.5% compared to 2008. On the other hand, whilst the annual average beef price in real terms is fluctuating in the range of 1.26 TL between the years of 2003 and 2009, only in 2010 it increased at the rate of 37.0% compared to 2009. Finally, not taking the political measures on time for removing the economic crises and their effects undergone over years has affected the livestock sector negatively and this was resulted in decreases and withdrawals from production. During the recent periods, the instability in the prices of livestock and red meat and the increased financial risk has had a negative impact on the producers’ expectations and objectives. It is considered that ensuring the stability in the red meat prices in Turkey and ceasing the red meat import may be achieved on medium and long terms only if rational livestock policy measures are taken rapidly with the participation of sector stakeholders
