Küçük devlet psikolojisi ile önce Japonya sonra Amerika Birleşik Devletleri'ne karşı kendini koruma düşüncesiyle nükleer silah geliştirme yoluna giden Kuzey Kore, bu çabalarında Sovyetler Birliği ve Çin Halk Cumhuriyeti'nden önemli katkılar almıştır. 2004 yılı başı itibarıyla en az iki adet nükleer başlık geliştirebilecek kadar plutonyuma sahip olduğuna inanılan Kuzey Kore'nin bu başlıkları 1.350 km uzaklığa göderebilecek balistik füzelere sahip olduğu bilinmektedir. Varılan bu noktada, ABD ile Kuzey Kore arasında yaşanabilecek krizin tırmanması bölge ülkelerine olduğu kadar tüm dünyaya olumsuz etkisi olabilecektir. Bu sebeple, 11 Eylül ertesi dönemde terör gruplarının da bu silahlara sahip olabileceğinden endişe eden Rusya ve Çin de, artık Japonya ve Güney Kore gibi, ABD ile Kuzey Kore arasındaki sorunun çözümüne katkıda bulunak istemektedir.

Because of the inferiority complex first against Japan, then against the United States, theNorth Korean leadership embarked upon nuclear weapons development program from theinception of their state. Due to the tangible and comprehensive support provided by theSoviet Union and the People's Republic of China in the field of nuclear science andtechnology, North Korea has seemingly passed a significant threshold on the way to becomea de facto nuclear weapons state. As of 2004, it is widely believed that North Korea hasalready extracted enough plutonium for a couple of nuclear warheads. Combined with its1,350 kilometer-range ballistic missile capability, North Korea stands as one of the mostsignificant threats to regional and global security and stability. In the aftermath of theSeptember 11 terror attacks on the United States, Russia and China have greatly reducedtheir support to North Korea and intensified their efforts to mend the differences betweenthat country and the US, just like Japan and South Korea did for long, with a view to not topave the way to the escalation of a crisis on the Korean Peninsula.
