Kırkıncı yılında Dünya Mirası Sözleşmesi (1972-2012)

Kırkıncı yılı kutlama etkinlikleri 2012 yılının ocak ayından itibaren başlayacak olan UNESCO Dünya Mirası Sözleşmesi, bugüne kadar kültürel ve doğal mirasın korunmasına ilişkin hazırlanmış 40’dan fazla uluslararası belgenin kuşkusuz en önemlisidir. Bu makale, Sözleşmeyi genel hatları ile tanıtmakta; Sözleşmenin öngördüğü “Dünya Mirası”, “Seçkin Evrensel Değer”, “Dünya Mirası Listesi” ve “Dünya Mirası Fonu” gibi kavramlar açıklamakta ve kurumsal yapısı hakkında genel bir bilgi vermektedir. Bu çalışmada ayrıca Sözleşmenin uygulamada ne denli etkin olarak uygulandığı ve Türkiye’de Sözleşme kapsamında koruma altında olan bulunan kültürel ve doğal mirasın hangileri olduğuna ilişkin açıklamalar da yer almaktadır. Makale, Sözleşmenin güçlü ve zayıf yanlarının kısa bir tahlili ile sonuçlandırılmaktadır.

The 40th anniversary of the World Heritage convention (1972-2012)

The UNESCO World Heritage Convention, whose the 40th anniversary is to be commemorated as from January 2012, is undoubtedly is the most significant and universally accepted international instrument prepared for the protection of cultural and natural heritages of outstanding importance. This article introduces the Convention in general, sketches out the fundamental concepts of the Convention such as "the outstanding universal value", "World Heritage List", "World Heritage Fund" and portrays the institutional framework. In this study, a cursory look is paid heed to as to what extent the Convention is applied in national legal systems. The cultural and natural heritages situated in Turkey are mentioned in passing. The Article is concluded with a short assessment of the weak and strong points of the Convention.
