DÜNYA POLİTİKASINDA GÜVENLİK İKİLEMLERİ: ÇATIŞAN ANLAYIŞLAR, DEĞİŞEN ÖRNEKLER VE KAVRAMIN GELECEĞİNE YÖNELİK BİR ÇALIŞMA

Bu çalışmada, g üvenlik ikilemi kavramının tarihsel gelişimi ve değ işimi, devletler, toplumlar, ve bireyler arası çok boyutluluğ u ve çerçevesiyle bir- likte g üvenlik çalışmalarının analitik çerçevesinin genişlemesine paralel olarak tartışılacaktır. Tartışma, realist anlayışının egemen olduğ u ilk dönem olan kavramın doğ uşunun açıklanmasıyla başlayacaktır. İkinci adım ise Soğ uk Savaş Sonrası Güvenlik İkilemine Yaklaşımlar başlığ ını taşımaktadır. Bu adımda, Soğ uk Savaş sonrası dünyada öne çıkan yeni g üvenlik sorunları ve Uluslararası İlişkiler disiplini içindeki g üvenlik anlayışının gelişmesine paralel olarak g üvenlik ikilemi kavramındaki değ işiklikler irdelenecektir. Güvenlik İkileminin Yeniden Düşünülmesi adı altındaki üçüncü adımda, kavramın son yıllarda nasıl kökünden değ iştirildiğ i açıklanacaktır. Bölümün sonunda, g üvenlik ikilemi kavra- mının geleceğ i ile ilg ili sorulara ışık tutulacaktır. Bu çalışmada yarar- lanılacak örnek olaylar ise Yedi Yıl Savaşları, Soğ uk Savaşın başlang ıç saf hası, Küba Füze Krizi, Yugoslavyanın parçalanma süreci ve Avrupa Birliğ inin inşa aşamaları olacaktır. Makale kavramın geleceğ ine yöne- lik soruların tartışılmasıyla sonlandırılacaktır.

THE SECURI TY DILEMMA IN WORLD P OLI TICS: A STUDY ON THE FUTURE OF THE CON CEPT IN LIGH T OF CONFLICTIN G APPROACHES AND NE W EXAMPLES

In this article, the historical transf ormation and changes in the concep t of the security dilemma will be assessed with resp ect to the multidimen- sionality of the analytical f ramework regarding states, societies, and in- dividuals. The discussion will beg in with the birth of the concep t during the p eriod when realist app roaches were dominant. The second part is called Persp ectives in Security Dilemmas in the Post-Cold War Era. In this part, new security p roblems across the world that have emerged in the Post-Cold War era and changes in the security dilemma in parallel with changes in security thinking will be examined. In the third section, Rethinking the Security Dilemma, drastic changes in the concep t will be explained. The main cases in this article will be the Seven Years War, the beg inning of the Cold War, the Cuban Missile Crisis, the dissolution of Yugoslavia and the construction p rocesses of the Europ ean Union. The article will conclude with the discussion of questions regarding the f uture of the concep t.
