Çin dış politikasında ortadoğu: Temkin diplomasisi üzerine bir inceleme

Temkin diplomasisi, uluslararası ilişkiler literatüründe kullanılmakta olan ama kavramsallaştırılmamış ve bir analitik çerçeve içerisinde incelenmemiş bir ibaredir. Bu çalışmanın iki amacı bulunmaktadır. Birincisi, Çin Halk Cumhuriyeti'nin Ortadoğu politikası incelenecektir, ikincisi, Çin'in Ortadoğu politikası üzerinden temkin diplomasisinin ö-zellikleri ortaya koyularak bir kavramsallaştırma ve teorileştirmeye gidilecektir. Temkin diplomasisinin birbirini destekleyen iki hedefi vardır, ilki, ilgili bölgede jeopolitik alan genişletmektir ve ikincisi ilgili bölgede, özellikle bölge üzerinde en fazla hakimiyet tesis etmiş bölge-dışı aktöre yönelik olarak jeopolitik alan daraltmaktır. Bu iki hedef, birbirini netice vermektedir. Diğer bir ifadeyle, bir devletin bir bölgede jeopolitik alan genişletmesi aynı zamanda bölge-dışı diğer aktörlerin bölgedeki jeopolitik alanını daraltmaktadır. Bu iki hedef arasındaki fark, ilgili devletin bölgeye yönelik temkin diplomasisinde bu hedefler arasındaki öncelik farkıdır. Bu çalışmada sadece Çin'in Ortadoğu'ya yönelik temkin diplomasisinde takip ettiği jeopolitik alan genişletme siyaseti incelenecektir.

Chinese foreign policy towards middle east: A study on diplomacy of caution

Diplomacy of caution is a phrase employed in the international relations literature and yet to be conceptualized and examined within an analytical framework. This study has two purposes. First, the Middle East policy of the People's Republic of China is discussed. Second, drawing on China's foreign policy towards the Middle East, the characteristics of diplomacy of caution are identified with an intention of conceptualization and theorization. Diplomacy of caution has two mutually supportive objectives. The first is expansion of geopolitical area in the relevant region, and the second is restriction of geopolitical area especially towards the non-regional actor which has established regional dominance the most. These two objectives result in each other. In other words, a state's expansion of geopolitical area in a region at the same time restricts the geopolitical area of other non-regional actors in the region. The difference between these two objectives is a difference in priority between the objectives in the relevant state's diplomacy of caution towards the region. In this study, only the policy of expansion of geopolitical area which China pursues in its diplomacy of caution towards the Middle East is investigated.
