AB yurttaşlığının ilk yirmi yılının değerlendirilmesi

Ortak bir kimlik olma hususunda, Avrupa Birliği tarafından kendisine büyük ümit bağlanan AB yurttaşlığının, geçen yirmi yıllık sürede söz konusu misyonu yerine getiremediği hususu bu çalışmanın temel argümanıdır. Birlik alanında serbestçe dolaşma ve ikamet etme, ikamet ettiği üye ülkede seçme ve seçilmeye ilişkin bazı siyasi haklara sahip olma ve bazı AB kurumlarına dilekçe verme ve şikâyet etme 1993’te yürürlüğe giren Maastricht Antlaşması ile ihdas edilen AB yurttaşlığı çerçevesinde tanınan haklar arasındadır. Çalışma, bahsedilen hakların kullanım düzeylerinden hareketle AB yurttaşlığının, resmi olarak ortaya çıkışından günümüze kadar ne derece işlevsel nitelik kazandığını ve AB toplumu tarafından pratik anlamda benimsendiğini incelemektedir. İncelenen bütün haklar bakımından ortaya çıkan düşük kullanım düzeyleri, Birlik yurttaşlığının pratiğe yansımasının ve içselleştirilmesinin zayıf kaldığını göstermektedir.
