Bu çalışmanın amacı, öğrencilerin vatandaşlıkla ilgili algı ve görüşlerinine yönelik bir değerlendirme yapabilmek için ölçme aracı geliştirmektir. Ölçek İstanbul Sultangazi ilçesinde bulunan bir lisede (devlet okulu) 250 öğrenciye uygulanmıştır. Açımlayıcı ve doğrulayıcı faktör analizleri sonucunda ölçeğin 10 madde ve 2 alt boyuttan oluştuğu görülmüştür. Ölçeğin Alpha güvenirlik katsayısı .71’dir. Gerek alt boyutlar gerekse ölçeğin geneline ilişkin elde edilen güvenirlik katsayılarını, güvenirlik açısından yeterli ve iyi bir düzeyi yansıttığı söylenebilir. Ölçeğin faktörleri arasında orta düzeyde bir korelasyon olduğu sonucuna ulaşılmıştır. Bu açıdan ölçeğin geçerli ve güvenilir olduğu ifade edilebilir.

The aim of this study is to develop a measurement tool to make an assessment of students' perceptions and opinions about citizenship. This scale was applied to 250 high school students (state school) located in the district of Sultangazi, İstanbul. After confirmatory and explanatory factor analysis, it is seen that the scale consists of 10 items and 2 factors. The scale’s alpha coefficient value is .71. On the other hand, it can be said that there is statistically significant correlation among the factors. As a conclusion, scale can be used as a valid and reliable instrument in evaluating teachers’ classroom practices while teaching citizenship
