Covid-19 Şokunu Derinleştirmek veya Salgın Günlerinde Günah Keçisi Olarak Öteki

Bu makalede COVİD-19 ekseninde bireylerin ve kitlelerin salgın hastalıklara verdiği tepkiler ile salgınlar sürecinde yaşanan uygarlık kayıpları üzerinde durulacaktır. Makalenin çıkış noktası, salgınların ekonomik ve siyasi alanların ötesinde toplumsal yapının tamamını etkileyerek, özellikle de değerleri erozyona uğratarak büyük toplumsal bunalımlara yol açtığı ve ötekilerle ilişkileri olumsuz yönde etkilediği varsayımıdır. İlk olarak tarihsel ve kuramsal bilgilere yer verilecek ardından, COVİD-19 salgını sürecinde sivil toplumların, devletlerin ve uluslararası kuruluşların salgını ontolojik olarak nasıl yorumladıkları ve nasıl yönettikleri analiz edilecektir. Salgın hastalıklar, insanlık türüne yönelik bir tehdittir. Bu nedenle salgın hastalıklar sürecinde bireysel ilişkilerin analizi kadar kolektif ilişkilerin, yani dinler, kültürler, etnisiteler ve topluluklar arası ilişkilerin analizi de önem arz etmektedir. Kriz anlarında her şeyin temelden sarsılması ve yeni bir sürece geçilmesiyle iki olgu daha görünür hale gelir: Birincisi kolektivitelerin ötekine karşı olan duygu ve tutumlarının negatif yönde değişmesidir. İkincisi toplumsal kurumların soruna çözme becerilerinin zayıflaması ve soruna yaklaşımlarında belirgin bir ayrımcılığın görülmesidir.

The Deepening The Shock of Covid-19 or The Other as A Scapegoat on Pandemic Days

This article will focus on the responses of individuals and masses to epidemic diseases and civilisation losses in epidemics in the COVID-19 axis. The starting point of the article is the assumption that outbreaks cause great social crises and negatively affect relationships with others by affecting the entire social structure beyond economic and political areas. Firstly, historical and theoretical information will be included, then how the civil societies, states and international organizations interpret and manage the epidemic ontologically during the COVID-19 epidemic will be analysed. Epidemics are a threat to the humankind. Therefore, analysis of collective relations, religions, cultures, ethnicities, and inter-communal relations, is as important as the analysis of individual relations in the epidemic diseases process. In the moments of crisis, two facts become apparent when everything is shaken from the roots and moving to a new process: The first is the negative change of the collectivising emotions and attitudes towards the other. The second is the weakening of problem-solving skills of social institutions and a discrimination in their approach to the problem.
