KIBRIS'TA BM TARAFINDAN GERÇEKLEŞTİRİLEN TOPLUMLARARASI GÖRÜŞMELERİN SAFHALARI VE ANALİTİK ÖZELLİKLERİ*

Bu araştırmada, BM'nin Kıbrıs'ta yönlendirdiği toplumlararası görüşmelerin analitik özellikleri ve safahatı ele alınmıştır. Buradan hareketle araştırmanın temel amacı, BM tarafından yapılanları ve müzakere sürecinde Kıbrıs'ta cereyan eden olayları incelemektir. BM'nin 1959 Zürih ve Londra Antlaşmalarından sonra Kıbrıs'a bakış açısıyla toplumlararası çatışmaların başlamasından sonraki bakışı bir değildir. Zira BM, bundan böyle meselenin taraflarından birisi olmuştur. Bundan hareketle Kıbrıs'ta taraflar arasında süren ve BM nezaretinde yapılan toplumlararası görüşmeler, uzun süreçli olmuş ve inişli çıkışlı bir seyir takip etmiştir. Dolayısıyla toplumlararası görüşmelerde belirli özelliklerin olmadığını veya belirli tekniklerin uygulanmadığını söylemek mümkün değildir. Durum bu merkezde olunca kimilerine göre bu sürecin devam etmesinin, kimilerine göre ise kesilmesinin en iyi yol olduğu iddia edilmiştir. Ancak Kıbrıs'taki taraflar, 1992 yılından sonra toplumlararası görüşme stratejilerinde birtakım değişiklikler yapmışlardır. Türk tarafı, Kıbrıs meselesinin uluslararası forumlara götürülmeksizin Ankara ve Atina'nın çözümlenmesini istemiştir. Rumlar ise toplumlararası görüşmelerin kesilmesinden taşınmasından yana olmuşlardır. Böylece toplumlararası görüşmelerin tabiî süreci, BM'den ziyade, AB nezdinde gelişmeye başlamıştır.

THE STAGES AND ANALYTICAL CHARACTERISTICS OF THE INTER-COMMUNAL TALKS HELD THROUGH THE UNITED NATIONS IN CYPRUS

In this research, the analytical characteristics and stages of the inter-communal talks the UN conducts in Cyprus has been addressed. From this point of view, the main purpose of this research is to examine what was conducted by the UN and the events occurring in Cyprus during the negotiation process. The UN's viewpoint on Cyprus following the 1959 Zurich and London Agreements is not the same as its viewpoint after the starting of inter-communal conflicts, because the UN has from then on become one of the parties of the issue. However, after 1992, the parties in Cyprus have made various changes in their strategies of inter-communal talks. The Turkish side has wanted the Cyprus issue to be resolved with the support of Ankara and Athens and through inter-communal talks without being brought to international forums. On the other hand, the Greeks have opted for inter-communal talks being abandoned and the Cyprus issue being carried to international forums. Therefore, the natural course of intercommunal talks has started developing in the presence of the EU, rather than the UN. Thus, the UN has also changed its strategy in the talks and as from 2002, is seen to pursue a mission that has passed to 'arbitration' rather than a mission of 'mediation' and 'good will'. Based on this fact, the research is formed of five main sections. In the first section the first stage of inter-communal talks held in the presence of the UN , in the second section the stage of 1975-1983, in the third section the stage of 1983-1990, in the fourth section the 1990-2002 stage, and in the fifth and final section the main characteristics of the stage from 2002 until the present have been addressed.
