Kamu Kuruluşlarında Yeniden Yapılanma: Bir Norm Kadro Çalışması

Son birkaç yıldır kamu kurum ve kuruluşlarında insan kaynakları yönetimi alanında sistematik bir yaklaşımın yerleştirilmesi gündeme gelmiştir. Bu çerçevede çıkartılan bir kanun hükmünde kararname ile tüm kamu kurum kuruluşlarında örgüt analizi ve iş analizi çalışmalarının yapılması ve norm kadro esaslarının belirlenmesi zorunlu kılınmıştır. Dolayısıyla, birçok kamu kuruluşunda endüstri ve örgüt psikologlarının aktif katılımını gerektiren çalışmalar başlatılmıştır. Sunulan çalışmanın amacı, temel işlevi yerel yönetimlere götürülen altyapı hizmetlerinin gerçekleştirilmesinde teknik kontrol ve danışmanlık hizmetleri vermek olan bir kamu kuruluşunda yapılan norm kadro çalışmasını aktarmaktır. Kullanılan teknikler, süreçte yaşanan problemler ve geliştirilen çözüm yolları ve ileride yapılacak benzer çalışmalar için önemli bazı öneriler paylaşılmıştır.

Reorganization Efforts in the Public Sector: A Position Norm Analysis Study

Recently, a call has been made to develop a more systematic approach to human resources management in the public sector. A low-equivalent decision of the Cabinet required all government organizations to do organizational and job analyses and to conduct position norm analyses. To comply with this decision, in many public sector organizations studies that necessitated active participation of industrial and organizational psychologists have been started. The purpose of this study is to describe a position norm analysis study conducted in a public sector organization, which provides technical supervision and guidance to local governments in the establishment of their infrastructure. The techniques used, problems encountered, and solutions developed are discussed along with some critical suggestions for future studies.
