Toplam Kalite Yönetimi (TKY) yaklaşımının eğitime uyarlanmasında eğitim almamış öğrenci sürecin girdisini oluştururken eğitim-öğretim süreci sonunda mezun olan eğitimli öğrenci de yüklendiği tüm bilgi-becerilerle ürünü temsil eder. Buna göre eğitimde TKY’nin amacı maliyetetkin bir şekilde müşteri olarak öğrenciler, öğrenci aileleri, eğiticiler, mezun olan öğrencinin çalıştığı kurumlar, hizmet verdiği kişilerin eğitimden beklentilerini karşılamaya yönelik olarak belirlenmiş öğrenme hedeflerini karşılayan mezunlar yetiştirmektir. Bunu geliştirmek için izlenecek yol, ISO9000 ve TKY’nin eğitimde uygulanması ve stratejik bir planlamanın yapılmasıdır. Yüksek öğrenimde; toplam kaliteye yönelik yapılacak girişimler tıp eğitiminde kaliteyi artıracak, mezunların standardı yükselecek ve akreditasyon için önemli adımlar atılmış olacaktır. Bu yazının amacı, TKY’nin eğitime uyarlanmasına yönelik öneriler getirmek, Deming ve Juran’ın öğretileri ışığında eğitimde stratejik planlamaya yönelik bir ”yol haritası” sunmak ve bunları tüm eğitime gönül vermiş eğiticilerin, öğrencilerin tartışmasına açmaktır.

The goal of Total Quality Management (TQM) in education is to provide an education that consistently fulfills customer expectations and targets of student learning at a minimum cost and within the most appropriate time. While the new students constitute the input of the education process, students at various levels or graduates can be considered as the outcome. The outcome should meet internationally accepted standards and also the current and future requirements of society. In medical education, there are numerous internal and external customer groups including parents, teachers, university hospitals, patients, society, the different organizations where the graduates continue their career, staff, research users as well as students themselves. A TQM approach in medical education may provide a higher quality output than a traditional medical education that does not incorporate total quality management principles. For this and consequently for the development of quality strategy, it is necessary to adapt the TQM principles as well as the ISO 9000 version to medical education. This paper aims to assist and facilitate the application of quality management principles to medical education and to provide a road map for strategic quality planning based on already existing principles for total quality management.
