Özet Bu araştırmanın amacı afet lojistiği performansı, afet müdahale performansı ve personel performansı arasındaki ilişkisinin belirlenmesidir. Afet lojistiği performansı, afet müdahale performansı ve personel performansı afet müdahale birimlerinin işleyiş ve temel uygulamaları açısından önem arz etmektedir. Afetlere müdahalede kullanılan teçhizat, araç ve gereçlerin olay mahalline hızlıca ulaştırılması ve müdahalenin verimliliğinin artırılması, zarar gören paydaşların faaliyetlerinin normale dönmesi afet lojistiği olarak adlandırılmaktadır. Lojistik performansın, afete müdahalede gerekli personel nitelik ve niceliklerinin belirlenmesi ve bunların performanslarının istendik düzeyde tutulması afete müdahalede zaruri olmaktadır. Afete müdahale ile ilgili performans kriterlerinin istendik seviyede olmaması afet nedeniyle oluşacak can ve mal kaybını artıracaktır. Araştırma afetlere müdahalelerde görevli Jandarma Arama Kurtarma ile TRB1 bölgesinde bulunan AFAD il müdürlükleri personelleriyle gerçekleştirilmiştir. Araştırmada tesadüfi olmayan örnekleme yöntemlerinden yargısal örnekleme tekniği kullanılmış olup veriler çevrimiçi anket yöntemi ile elde edilmiştir. Araştırmada geri dönüş sağlanan 256 adet anket verileri değerlendirmeye alınmıştır. Ölçeklerin güvenilirlik ve geçerliklerinin test edilmesinden sonra keşfedici faktör analizine tabi tutulmuşlardır. Oluşturulan hipotezlerin test edilmesi için korelasyon analizi uygulanmıştır. Yapılan analizler sonucu afet lojistiği performansı, afet müdahale performansı ve personel performansı arasında pozitif yönlü güçlü bir ilişki olduğu tespit edilmiştir.

Abstract The aim of this research is to determine the relationship between disaster logistics performance, disaster response logistics performance and personnel performance. Disaster logistics performance, disaster response performance and personnel performance are important for the operation and basic applications of disaster response units. Disaster logistics is called the rapid delivery of equipment, tools and equipment used in response to disasters to the scene of the disaster, increasing the efficiency of the response and returning the activities of the affected stakeholders to normal. Determining the required personnel qualifications and quantity of the logistic performance in disaster response and keeping their performance at the desired level is essential in disaster response. Failure to meet the desired performance criteria for disaster response will increase the loss of life and property due to disaster. The research was carried out with the personnel of Gendarmerie Search and Rescue and AFAD provincial directorates in TRB1 region. Judicial sampling technique, which is one of the non-random sampling methods, was used in the study and the data were obtained by online survey method. In the study, 256 questionnaire data that were returned were evaluated. After testing the reliability and validity of the scales, they were subjected to exploratory factor analysis. Correlation analysis was applied to test the hypothesis. As a result of the analyzes, it was determined that there is a strong positive relationship between disaster logistics performance, disaster response performance and personnel performance.
