AFET LOJİSTİĞİ: BİR LİTERATÜR TARAMASI

Afetleri önleyebilmek, afetin sebep olduğu zarar ve kayıpları en aza indirebilmek ve afet sonrasında yeniden normal hayata dönebilmek için başarılı bir afet yönetimi stratejisi uygulaması büyük önem taşımaktadır. Burada en önemli konulardan biri de afet lojistik birimlerinin sorumluluğu olan ihtiyaç duyulan malzemelerin temini ve ihtiyaç duyulan yere naklidir. Afet Lojistiği, afet öncesi etkin bir planlama ve bilgi sistemiyle, zarar görmüş insanların ihtiyaçlarını giderebilmek amacıyla, afet sonrası gerekli olacak doğru bilginin, temel ihtiyaçların, ekipmanların doğru zamanda, doğru yere ve doğru kişilere ulaştırılması sürecidir. Literatürde afet lojistiği kavramı, insani yardım lojistiği olarak da yer almaktadır. Bu çalışmanın amacı afet lojistiği alanında yapılan çalışmaları derlemek ve afet lojistiğinin önemini belirtmektir. Bu kapsamda araştırma yöntemi literatür taramasıdır. Bu çalışmanın sonucunda; son yıllarda yapılan çalışmalarda model geliştirmeye yönelik yöntemlerin özellikle yer seçimi konusunda kullanılması eğiliminin olduğu görülmektedir. Bu noktada nicel yöntemlerle desteklenen yer seçimi konusunun önemi ortaya çıkmaktadır.

DISASTER LOGISTICS: A LITERATURE REVIEW

It is very important to implement a successful disaster management strategy in order to prevent disasters, minimize the damage and losses caused by disaster, and return to normal life after the disaster. One of the most important issues is the disposition of the materials needed and the place where they are needed, which is the responsibility of disaster logistics units. Disaster logistics is the process of delivering the right information, basic needs, equipments at the right time, right place and right person, which will be necessary after disaster, in order to get the needs of damaged people through an effective planning and information system before the disaster. The concept of disaster logistics is also included in the literature as humanitarian aid logistics and humanitarian logistics. The aim of this study is to evaluate the researches in the field of disaster logistics and to emphasize the importance of disaster logistics. In this context, the research method is to the literature review. As a result of this study, it is seen that in recent studies, there is a tendency to use methods for model building, especially regarding location selection.
