Kamu kurumlarına giyim eşyası alımları genellikle ihale yoluyla yapılmaktadır. İhale sürecinin en önemli dokümanını ise teknik şartname oluşturmaktadır. Teknik şartname, giysi alım koşullarının açık ve doğru bir şekilde tanımlandığı bir sözleşmedir. Çalışmada giyim eşyası alımlarında teknik şartname hazırlama konusu hakkında bilgi vermek amaçlanmıştır. Bu nedenle, çalışma teknik şartname hazırlama yükümlülüğü olup da bu göreve yeni başlamış kişilere yardımcı olmak açısından önemlidir. Çalışmada teknik şartnamede yer alması gereken bilgiler erkek gömleği özelinde değerlendirilmiştir. Ayrıca teknik şartname hazırlama konusunda literatürde sınırlı sayıda çalışma olduğu görülmüştür. Sonuçta, teknik şartname hazırlama konusunda araştırılabilecek pek çok noktanın olduğu belirlenmiştir. 

Public institutions generally purchase their garments through bid. The most important document of the bid process is the technical specifications. The technical specification is a contract where garment purchase conditions are defined in a clear and correct manner. The study intends to provide information on the preparation of the technical specifications regarding garment purchases. For this reason, this study is important for newly appointed personnel who are responsible for the preparation of the technical specifications. The information which must be contained in the technical specification is specific to men’s shirt. Also it was seen that there was limited studies in literature concerning the preparation of technical specifications. Consequently, it was determined that there are many points which can be researched on the preparation of technical specifications.
