21. Yüzyıl Kentleri İçin Teknolojik Kurgular

21. yüzyılın kentsel manzaralarında, günümüze kadar kentleri biçimlendiren nüfus, sosyo-ekonomik yapı, ulaşım-altyapı- inşaat teknolojileri gibi aktörlerin yanı sıra bilgi-işlem ve iletişim teknolojilerinin de ön saflarda yer alacağı öngörülmektedir. Bu değişimler kimi zaman spekülatif denebilecek bir çerçevede ele alınmasına rağmen, özellikle yapay zeka (us) ve mobil iletişim temelli “bilişim teknolojileri’nde halihazırda gözlenen gelişmeler, adı geçen teknolojilerin kentsel ortama olası etkileri konusunda bizlere, spekülasyonların ötesine geçen, daha kendine güvenli yargılara varabileceğimiz, kimi ipuçları da sunmaktadır. Özellikle, “özerk” ve “zeki” nesnelerden oluşan “akıllı kent” kurguları tatmin edici çözümler bulunamayan kentsel sorunlar için ilginç ve yaratıcı olanaklar sunabilecek gibi gözükmektedir. Keza mobil iletişim de, bilinen etkileri yanısıra kimi kronik kentsel sorunlara yeni ve yaratıcı çözüm geliştirebilme potansiyelini barındırmaktadır. Tüm bu teknolojik gelişmeler, bilişim teknolojileri temelli yeni kentsel yapılar ve kent kurguları üzerinde düşünmeyi teşvik etmektedir. Bu çalışmada, 21. yüzyılda kentleri biçimlendirmesi beklenen çeşitli bilgi teknolojilerinin, kentsel yaşam ve ortama olası etkileri tartışılmaktadır.

Technology Born Fictions for the Cities of 21st Century

Information and communication technologies will undoubtely be leading determinants of urban landscape in the 21st century. Until the present day, it was assumed that urban landscapes were being shaped by conventional factors such as demography, social and economical structure, transportion, infrastructure, building technologies etc. In spite of many speculative approaches, recent developments in information and communication technologies can offer us some clues which may go beyond mere speculation. The“intelligent city” which is based on “autonomous” and “intelligent” objects and agents promising novel solutions to urban problems. Mobile communication is also another promising domain to offer creative solutions to some cronical urban problems. All these novelties provide sufficient reasons to think about new urban structures based upon information technologies.This paper is an attempt to discuss probable effects of information technologies, as new dynamics to shape the urban environment and urban life of the 21st century.
