Harran Ovası Sulu Tarım İşletmelerinde Arazi ve Gelir Dağılımı

Bu arastırma, Harran Ovası sulu tarım isletmelerinde gelir dagılımını saptamaya yönelik bir çalısmadır. Bu çalısmanın amacı, Harran Ovası sulu tarım isletmelerinde gelirin ne derece adil bir dagılım gösterdigini saptayarak GAP projesinin sosyal sonuçlarının ortaya konmasıdır. Bu çerçevede Gini konsantrasyon oranları, Harran Ovası'ndan anket yolu ile toplanan veriyi kullanmak suretiyle hesaplanmıs ve bu göstergeler, hem baska bölgelere ait oranlarla ve hem deGAPalanına ait eski oranlarla karsılastırılarak özellikle 1995 yılından bu yana isletmeye açılan Harran Ovası sulamalarının, ova çiftçisi gelirine dagılımaçısından ne sekilde etkide bulundugu ortaya konulmustur. Arastırmadan elde edilen sonuçlara göre, bölgede tarımsal gelirin adaletsiz bir sekilde dagılımgösterdigi, 0,60 olarak hesaplanan Gini oranı ile saptanmıstır. Bu dagılımda etkili faktörlerden en önemlisi ise, isletmelerin sahip oldugu arazilerin büyüklük dagılımıdır.

Income and Land Distribution Among Farm Households Operating Under the Irrigated Conditions of the Harran Plain

This paper addresses the issue of income distribution among farm households operating under the irrigated conditions of the Harran Plain located in the Sanlıurfa province ofTurkey. In this framework, Gini concentration ratios are calculated using data collected from the study area.An important purpose of this research paper is to compare the Gini concentration ratios calculated for the irrigated area farm households in the South Eastern Anatolia project (better known as the GAP with Turkish acronym) region with those calculated for other regions as well as those previous ratios belonging to the GAP area so as to determine the distributional impacts of the GAPproject. In so doing, one could make judgments about how the well-being of these local farmers, through this perspective, is affected by the implementation of the GAPproject irrigations initiated back in 1995, and thus allowing us to make comments on a post project evaluation. Results show that the study area farm incomes are distributed highly unequally relying on the calculated Gini concentration ratio of 0.60. An important component affecting farm income distribution is determined to be the distribution of land under cultivation by these local farmers.
