VARLIK VERGİSİ KANUNU’NUN ÇIKARILMASI, UYGULANMASI VE SONUÇLARI
Varlık Vergisi Kanunu, II. Dünya Savaşı yıllarında Şükrü Saraçoğlu'nun başbakanlığı zamanında çıkarılan bir kanundur. Amacı: savaş ortamından dolayı artan bütçe masrafl arına kaynak bulmak, enfl asyon ve karaborsayı azaltmak, ülkenin içinde bulunduğu ekonomik sıkıntıları gidermektir. Kanunun aynı zamanda Türkiye'deki azınlıkları yok etmek, sermaye profi lini değiştirmek gibi bir maksatla çıkarıldığı da ileri sürülmektedir. Bu çalışmada TBMM Tutanakları, Başbakanlık Cumhuriyet Arşivi belgeleri, süreli yayınlar, dönemle ilgili hatırat, makale ve kitaplardan yararlanarak Varlık Vergisi Kanunu'nun hazırlık, uygulanma ve kaldırılma süreci anlatıldıktan sonra vergiye yönelik iddialar ve bu iddiaların gerçeği yansıtıp yansıtmadığı konusunda bazı değerlendirilmelerde bulunulacaktır
ISSUE, EXECUTION AND CONSEQUENCE OF LAW OF WEALTH TAX
Law of Wealth Tax was a law issued by the presidency of Şükrü Saraçoğlu in Second World War years. The purpose of the law was fi nding sources for the increasing budget expenses, decreasing the infl ation and diminishing blackmarketing, a solution to the economic problems of the country. İt is claimed that Law of Wealth Tax had been issued with an intention to destroy the minority groups of Turkey, change the profi le of capital. This study gives information about allegations on tax and whether they refl ect the truth or not After explaining the process of preparation Execution and abolition of property tAx law by putting account paperworks of grand national assembly of Turkey, republic archive documents of prime ministry, periodicals, memoirs,essays and books related to the period
