Hitit Krallığı'nda yönetim sistemine genelolarak bakıldığında vassal statü ile merkeze bağlı yerlerin dışında doğrudan merkeze bağlı bölgelerin de olduğu bir yapı karşımıza çıkar. Doğrudan krallığın merkezine bağlı olarak idare edilen bölgelerin nasıl bir yönetim sistemine sahip oldukları hakkl11da bilgilerimiz yeterli değildir. Eski Hitit Dönemi'ne tarihlenen bir saray kroniğinde aktarılan bazı olaylar dolayısıyla, Hitit Krallığı 'nda doğrudan merkeze bağlı olarak idare edilen bir kente bağlı bir başka idari birim olarak daha küçük bir yerleşim yerinin varlığını, bu küçük idari birim üzerinde daha büyük olan kentin yöneticisinin tasarrufu bulunduğunu, ancak tüm bunların üzerinde de büyük kralın kontrol ve etkisinin olduğunu söyleyebiliriz

From a general glance at the system of administratian in the Hittite Kingdam, we see that other from the vassal states, there were regions which were directly connected to the center of the kingdam. We have insufficient information as to what system of administration, the regions which were directly connected to the center of kingdam, had. We were able to get same information in this regard from same of the incidents nan-ated in the royal chronicles, which were dated back to the Old Hittite period. We were able to determine that there was anather smaller settlement as an administrative unit affiliated with the city directly connected to the center of the kingdam. We understand that the governor of the larger city directed as to how the small administrative unit was to be rwl. However, it is obvious that the king had the authority to exercise control and injluence over all these cities.
