Anadolu'da Roma Eyaletleri: Sınırlar ve Roma Yönetimi

Roma’nın ilk eyaleti İtalya’da değil Sicilya adasında kuruldu. İtalya yarımadasının hiçbir bölgesi hiçbir zaman bir Roma eyaleti olarak düzenlenmedi. Başka bir ifadeyle I. Pön Savaşı sonrasına kadar Roma Cumhuriyeti’nin egemenlik politikasında eyaletlere yer yoktu. İlk iki Roma eyaleti (=Sicilia ve Corsica-Sardunia) I. Pön Savaşı sonrasında (İ.Ö. 227), sonraki iki eyalet (=Hispania Citerior ve Ulterior) II. Pön Savaşı sonrasında (= İ.Ö. 197) kuruldu. Açıkçası ilk dört Roma eyaleti, Kartaca devleti karşısında izlenen politikanın sonucunda kurulmuştu. Anadolu’daki ilk Roma eyaletinin kurulmasında benzer bir politik neden yoktur. Roma’ya bağımlı ve sadık bir kral olan III. Attalos’un varisi olarak Roma halkını göstermesi, Anadolu’daki ilk Roma eyaletinin kuruluşunun nedeniydi. Bu makalenin amacı öncelikle Anadolu’da kurulan Roma eyaletlerine ve bu eyaletlerin sınırlarına ve Romalı yöneticilerine tarihsel bakıştır. Bu arada Roma’nın Anadolu’daki egemenlik politikasına Anadolu’da kurulan eyaletler açısından dikkat çekilmiş olacaktır.

Roman Provinces in Anatolia: Frontiers and Roman Administration

The first Roman province is founded in island of Sicily, but not in Italia. No region of Italia was ever organized as a Roman province. Therefore the establisment of provinces was not a part of Roman policy of domination until end of the first Punic War. After the first Punic War the first two Roman provinces (=Sicily and Corsica-Sardinia) were founded (227 BC.). Then other two provinces (=Hispania Citerior and ulterior) were organized after the second Punic War, in 197 B.C. Actually the first four Roman provinces were founded as a result of policy against Carthage State. There is not similiar political reason in organization of the first Roman province, Asia, in Anatolia. The reason for the establishment of this first Roman province, namely Asia, in Anatolia was a bequest left by Attalos III to Roman people. The aim of this paper is primarily bringing a historical perspective to the Roman provinces in Anatolia, their frontiers and the Roman administrations. In addition the policy of Roman domination in Anatolia would be seen with respect to provinces organized by Rome.
