ÖZET İşsizlik Sigortası Türk çalışma hayatında 4447 sayılı Kanun ile 1999 yılında yer almış bir uygulamadır. İlk prim tahsilatını 2000 yılı Haziranında gerçekleştiren Fon, ilk ödemesini ise, 2003 yılında gerçekleştirmiştir. Çalışma İşsizlik Sigortası Fonunun 10 yıllık bir sürecini İŞKUR İşsizlik Sigortası bültenleri, Bağımsız denetim raporları çerçevesinde incelemektedir. Fonun incelenmesi sonucunda fonun ödeme süresi, fon kaynaklarının değerlendirilmesi, ödeme süresi ve yönetim gibi birçok alanda sorunları olduğu görülmektedir. Fonun çalışmada yapılan değerlendirmeler ve öneriler çerçevesinde yeniden düzenlenmesi durumunda çalışma hayatının ilgili taraflarına daha fazla katkı yapacağı düşünülmektedir.

ABSTRACT Unemployment Insurance is an application which is took place in Turkish working life with the Law No. 4447 in 1999. While the Fund performs first premium collection in June of 2000; the first payment is carried out in 2003. This study investigates Unemployment Insurance Fundâ€a„¢s process of a 10-year by regarding İŞKUR Unemployment Insurance releases, independent audit reports. Upon review of the fund the Fund`s duration to pay, evaluation of funding sources, such as payment terms and management is seen that problems in many areas. The evaluations and recommendations within the framework of the Fund`s will contribute more to the sides in case reorganization working life is thought.
