TÜRKİYE’DE BAŞLICA EKONOMİK DEĞİŞKENLERİN VERGİ GELİRLERİ ÜZERİNDEKİ ETKİSİ: ÇOKLU DOĞRUSAL REGRESYON ANALİZİ
Kamu sektörü, altyapı, eğitim ve yatırım harcamalarıyla ekonomik büyümeninönemli aktörlerinden birisidir. 1980’li yıllardan itibaren özelleştirmeler ile kamu sektörününekonomi içerisindeki payının düşmesiyle birlikte söz konusu hizmetlerin gerçekleştirilmesindevergi gelirleri, birçok ülkede kamu gelirlerinin önemli bileşenlerinden birisi haline gelmiştir.Bu nedenle vergi gelirlerini etkileyen kurumsal, ekonomik, sosyal ve kültürel etkenlerinbelirlenmesi önem arz etmektedir. Bu çalışmada zaman serisi analizi kullanılarak 1980-2017 döneminde Türkiye’de başlıca ekonomik değişkenlerin vergi gelirleri üzerindekietkisi araştırılmıştır. Çalışma sonucunda ekonomik büyüme ve kentleşmenin vergi gelirlerinipozitif, işsizlik, kayıt dışı ekonomi ile tüketici enflasyonunun ise vergi gelirlerini negatifetkilediği belirlenmiştir.
IMPACT OF MAJOR ECONOMIC VARIABLES ON TAX REVENUES IN TURKEY: MULTIPLE LINEAR REGRESSION ANALYSIS
Public sector is one of the important actors behind economic growth through infrastructure, education, and investment expenditures. Tax revenues has become one of the important components of the public revenues in many countries for the implementation of the aforementioned services as the share of public sector in the economy decreased due to the privatizations since 1980s. Therefore, it is important to identify the institutional, economic, social, and cultural factors affecting the tax revenues. This study investigated the impact of main economic variables on tax revenues in Turkey during the 1980-2017 period through time series analysis. The study results indicated that economic growth and urbanization affected the tax revenues positively, while unemployment, shadow economy and consumer inflation affected the tax revenues negatively.
