DİJİTAL KAMU HİZMETİ KAVRAMININ BİBLİYOGRAFİK BİR ANALİZİ

Gelişen teknoloji ile birlikte kamu hizmetlerinin dijitalleşmesi, e-Devlet ve yönetişim gibi kavramlar, ana tartışma konularını oluşturmakla birlikte bu alandaki yayınlar günümüzde de giderek artmaktadır. Bu çalışmanın amacı da siyaset bilimi ve kamu yönetimi alanında dijital kamu hizmeti içeriğine sahip, yayınlanmış makalelerin bibliyografik bir analizini gerçekleştirmektir. Bu bağlamda çalışmada siyaset bilimi ve kamu yönetimi alanında ve dijital kamu hizmeti hakkında yazılan makaleler, bibliyografik analiz kullanılarak incelenmiştir. Elde edilen verilerin analizi için VOSviewer yazılımı kullanılmıştır. Araştırmanın kapsamını ise 1992-2023 yılları arasında yayınlanan ve içeriği dijital kamu hizmeti ile ilişkili olan 765 makale oluşturmaktadır. Böylelikle dijital kamu hizmeti içeriğine yönelik yazılmış olan makaleler, en fazla atıf alan yazar, makale, dergi, üniversite, ülke kategorilerinde incelenmiştir. Ayrıca makaleler kelime analizine tabi tutulmuş, böylelikle en sık tekrar eden kavramlar tespit edilmiştir. Bu doğrultuda en sık kullanılan kavram e-Devlet olarak tespit edilmiş olup, birbirleriyle güçlü ağ ilişkileri bulunan yazarlar, makaleler, dergiler, üniversiteler ve ülkeler tespit edilmiştir.

A Bibliographic Analysis of the Concept of Digital Public Service

With the developing technology, concepts such as digitalization of public services, e-Government and governance constitute the main topics of discussion, and publications in this field are increasing today. The aim of this study is to conduct a bibliographic analysis of the articles published in the field of political science and public administration with digital public service content. In this context, articles written in the field of political science and public administration and about digital public service were analyzed using bibliographic analysis. VOSviewer software was used to analyze the data obtained. The scope of the research consists of 765 articles published between 1992 and 2023 and whose content is related to digital public service. Thus, the articles written on digital public service content were analyzed in the categories of most cited author, article, journal, university, and country. In addition, the articles were subjected to word analysis, so that the most frequently repeated concepts were identified. In this direction, the most frequently used concept was identified as e-Government, and authors, articles, journals, universities and countries with strong network relationships with each other were identified.
