Bursa’da 1914 yılının Aralık ayında, Sıhhiye Müdürü Dr. Emin Bey’in (Erkul Seyitoğlu) öncülüğünde bir Hüdavendigar vilayeti tabipleri derneği kurulmuştur. Derneğin kurucu başkanlığına Darülfünun Tıp Fakültesi’nin psikiyatri kliniğinin başkanı Dr. Raşit Tahsin Bey (Tuğsavul) getirilmiştir. Dernek, Etibba Cemiyeti olarak nitelenmekle, veteriner hekim, kimyager ve eczacılara açıktır. Üyelerinin büyük kısmı Bursa Gureba Hastanesi’nin hekimlerinden oluşan derneğin, bir tüzüğü hazırlanarak kuruluşu tamamlanmıştır. Bu tüzüğe göre, Gureba Hastanesi’nde oluşturulacak bir kitaplık Hüdavendigar Etibba Cemiyeti’nin etkinlik merkezi olacak ve dernek toplantıları hastanede yapılacaktır. Derneğin tüzüğünde, amacı ve çalışma biçimi tanımlanmıştır. Ancak Dernek, Birinci Dünya Savaşı koşullarında çalışmalarını sürdürememiştir.

A medical society for the province of Bursa (Hüdavendigar), Turkey, was founded in the December of 1914. The initiative to establish a society came from Dr. Emin Erkul Seyitoğlu, the local health authority. The Society was open to the membership of veterinarians, chemists and pharmacists together with physicians and surgeons practicing in the Hüdavendigar Vilayet.Prof.Raşit Tahsin Tuğsavul, director of the psychiatry clinic at the Istanbul University, was chosen as the founding president of the Society, and the majority of the members were from the Central Gureba Hospital in Bursa, where the regular meetings were to be held. The satute and by-laws of the Hüdavendigar Medical Society details various functions, placing particular emphasis on a library to be formed within the Bursa Gureba Hospital. However, the Medical Society of Bursa could not convene under the constraints of the First World War.
