Özet:Küreselleşme sürecine paralel olarak özellikle son çeyrekyüzyılda tüm dünyada giderek derinleşen bir sorun olanyolsuzluk olgusu, gelişmiş ve gelişmekte olan ülkeleri birçokfarklı yönden tehdit etmektedir. Bilhassa ülkelerinmakroekonomik yapıları, gelir dağılımı, kaynak tahsisi vekamu harcamaları üzerinde tahrip edici ve adaleti yok edicietkileri dolayısıyla yolsuzluk, bir yandan ekonomileri zorasokarken diğer yandan da toplumlarda var olan yoksullukolgusunu giderek daha derinleştirmektedir. Öte yandan,ülkelerin gelişmeleri önündeki en önemli engellerden biriolmasının yanında, içinde yolsuzluk potansiyeli barındırankamu yönetimi sürecinde, yolsuzluk girişimlerini tamamen yoketmenin mümkün olmadığı da bir gerçektir. Bu nedenle,yolsuzlukla mücadele konusunda günümüzde gelişmiş vegelişmekte olan tüm ülkelerde verilmekte olan her türlüuğraşı, yolsuzlukları belli bir seviyenin altında tutabilme vetoplumlarda tahrip edici etkilerini asgariye indirme çabasınayöneliktir.Abstract:Parallel to the globalization process, especially in thelast 25 years, as a deepening problem, corruption has beenthreatening both developed and developing countries indifferent aspects. Since corruption has destructive effects onmacro economical structure, income allocation, resourceallocation and public expenditures, it not only affects thesocieties negatively, but also worsens the poverties. In otherwords, corruption is one of the main barriers in front ofdevelopment of countries. Furthermore, beside all of thesethreatening situations, since public administration processcontains potential of corruption, it is a fact that it is impossibleto eliminate corruption initiatives totally. That is why, both thedeveloped and the developing countries which try to fight withcorruption, target to decrease it to an acceptable level andminimize its harmful effects on the economies and thesocieties.
