Mehmet Arif ya da Mehmet Arif Bey medrese okumuş ve bu tahsili ile osmanlı memuru olmuş bir Erzurumludur. Bir çok yerde memurluk yapmış. Kitapları daha çok dini ve tarihi konular üzerine olmasına rağmen kitaplarında anılarını da aktarmaktadır. Binbir Hadis Hz. Muhammed'in Binbir adet hadisini şerh ettiği kitabıdır. Bu kitabında bazı hatıralarını yazmıştır. Örneğin, memuriyet için Erzincan'da bulunduğu sırada Dersim'i de geşmiş, bölge, Zaza Kürtleri ve Alevi inancı hakkında kendi görüşleri doğrultusunda hatıralarını nakletmiştir. Kendisi tahammülsüz bir suni olup zaten yazılarında da bu görülmektedir. Öte yandan biz bu yazıdan türk ve osmanlı bir memurun bakış açısını da okuruz. Burada sadece Dersim ve Dersimliler hakkında olan kısım çevrilmiştir.

Mehmet Arif or Mehmet Arif Bey was an Erzurum who studied at a madrasah and became an Ottoman civil servant with this education. He worked as a civil servant in many places. Although his books are mostly on religious and historical subjects, he also conveys his memories in his books. One Thousand and One Hadiths is the book in which he commented on one thousand and one hadiths of the Prophet Muhammad. He wrote some of his memories in this book. For example, when he was in Erzincan as a civil servant, he travelled to Dersim and wrote his memories about the region, the Zaza Kurds and the Alevi faith in line with his own views. He was an intolerant Sunni, and this is already evident in his writings. On the other hand, in this translation we also read the perspective of a Turkish and Ottoman civil servant.
