Yerel gazeteler, bir ülkenin demokrasisinin ne ölçüde geliştiği ile ilgili önemli ipuçları vermektedir. Bu nedenle, yerel gazetelerin gerekli ölçüde durumlarının tespiti, bu mecrada elde edilecek verilerin aydınlığa kavuşması adına önem taşımaktadır. Türkiye’de yerel basın bağlamında, Batı ile kıyaslandığında ekonomik, teknik altyapı gibi başlıklarda ciddi eksikliklerin olduğu aşikârdır. Özellikle, ekonomik nedenler temelinde şekillenen yapının içerisinde, bu mecrada çalışanların nitelik ve nicelikleri bu makalede üzerinde dikkatle durulacak konulardandır. Çünkü yerel basının gelişim gösterememesinde, çalışanların mesleki altyapıları ve eğitim durumlarının çok belirleyici olduğu bir gerçektir.
