KALKINMA PLANLARINDA YEREL YÖNETİMLER VE YAPILAN REFORMLAR ÇERÇEVESİNDE MUKAYESESİ/LOCAL GOVERNMENTS IN THE DEVELOPMENT PLANS AND COMPARISON IN THE SCOPE OF REFORMS

ÖzetPlanlama ve kalkınma kavramları birbirini izleyen ve aralarında illiyet bağı bulunan bir yönetim girdisi olup gerek kamu kurumları gerekse özel sektör için büyük önem taşımaktadır. Bu çerçevede özellikle ikinci dünya savaşı sonrasında planlama ve kalkınmanın önemi artmış, kalkınma hedefleri doğrultusunda kamu ve özeli yönlendirecek çeşitli planlar dünya genelinde yapılmıştır. Çalışmada, Türkiye’de iktisadi ve sosyal alanda yol gösterici bir unsur olarak ele alınan ve sistematik bir şekilde 1963 yılından itibaren hazırlanmaya başlanan Beş Yıllık Kalkınma Planları, yerel yönetimler genelinde ve büyükşehir belediye yönetimi özelinde bu konularla ilgili yapılan reformlar dikkate alınarak incelenmiştir. Amaç, I. Beş Yıllık Kalkınma Planı’ndan 2013 yılında uygulama süreci dolacak olan IX. Beş Yıllık Kalkınma Planı’na kadar olan planlar ile yerel yönetimler arasındaki ilişkinin kentsel alanın dönüşümü ve gelişimi perspektifinde sistematik bir şekilde ele alınmasıdır. Buna bağlı olarak da Kalkınma Planlarında yapılan tespit ve çözüm önerilerinin reformlarla desteklenip desteklenmediği ortaya konulmaktır. Çalışmada özellikle, 2000 yılı sonrası dönemde yeni kamu yönetimi anlayışı ve Avrupa Birliği üyelik süreci yaptırımları ile Kalkınma Planlarını destekleyici reformların yapılmasına önem ve öncelik verildiği gerçeğiyle karşılaşılmıştır. Çalışma yayımlanan Kalkınma planları ve literatürdeki yazınlar ekseninde kurgulanmıştır. In this context, the importance of planning and development has especially increased after the Second World War and a variety of plans that will guide the public and private sector in line with the development objectives were made across the globe. The Five-Year Development Plans which were started to be prepared systematically in 1963 are taken as guiding factors in economic and social fields in Turkey. In this study, The Five-Year Development Plans were analyzed in terms of the local governments and specific to metropolitan municipalities considering the reforms that were done about these issues. The aim of this study is to systematically analyze the relationship between the local governments and Five-Year Development Plans starting from the First Five-Year Development Plan to the Ninth Five-Year Development Plan which will expire in 2013 in the perspective of transformation and development of urban areas. Accordingly, whether the determinations and solutions in the Development Plans had been supported with reforms or not was also put forth. In this study, it was encountered the fact that it was given priority and importance to do reforms supporting the new public management approach, sanctions in the European Union accession process and the Development Plans especially after the year 2000. The study was constructed based on the published Development Plans and the related literature.Key words: Development Plans, Local Governments, Metropolitan Municipality.
