ÖzetUluslararası kapitalizmin sistemik krizinin uzun dönemli yeni bir aşamasındayız. Bu krizinen kötü aşaması Eylül 2008’de Lehman Brothers’ın batışıyla başlamıştı. O tarihten sonradünya kapitalizmi yere çakıldı. Bazı ana akım iktisatçılarına göre 2009 İlkbaharından itibarentoparlanma belirtileri ortaya çıkmaya başladı. Ekonomilerin yeşil filizler vermeye başladığınıileri süren bu iktisatçılara karşılık Roubini ve Stiglitz gibi diğer bazı iktisatçılar, krizin sonaermediğini, yeni spekülatif balonların şişirildiğini, uzatılmış bir ekonomik sürünme döneminegirildiğini, çift dipli bir resesyonun görülebileceğini, ya da en iyimser ihtimalle çok yavaş veuzun sürecek bir toparlanmanın söz konusu olabileceğini vurguluyorlar.Krizden sağlıklı bir çıkışın önünde ciddi engeller var. Bunlar, ABD mortgage piyasasındakifinansal kurumanın sürmesi, reel sektörde karlılığın hala çok zayıf olması, kriz sonrasında dahada artan bütçe açıkları ve kamu borç stoku, Çin ekonomisinin sıkıntıları, artan korumacılıkönlemleri ve bunun uluslar arası ticareti daraltması ve tüketici borçlandırılmasının artıkseçenek oluşturmaması.Diğer yandan toparlanma olsun olmasın, tüm dünyada çalışan sınıfların koşulları giderekdaha da kötüleşiyor. Toparlanma iddialarına rağmen işsizlik artarak sürüyor. Itsworst phase started immediately after Lehman Brothers went bankrupt in September 2008.World capitalism then went into a half a year long tailspin. Since Spring 2009, some mainstreameconomists have been pointing out that the economic ‘green shoots’ sprouting forth, supposedlyannouncing an anticipated recovery. And more and more optimistic predictions of economicrecovery are worldwide. Some other economists, however stress that this is not the end ofthe crisis, although some economic indicators are pointing to the end of the economic slide.All downturns eventually hit a bottom at which the economy stabilises at a new low level, orfrom which a recovery takes off. But this is not a normal recession, and the recovery, whenit comes, will not be a normal recovery. Major economists like Roubini and Stiglitzs warnthat behind the “green shoots” and talk of “economic recovery” is in fact there is a return toa new speculative, and probably short-lived, bubble and we are going into an extended periodof “economic malaise” and a “double-dip recession” or at best an anemic recovery. Socialistspredicts that the world is not facing a routine cyclical recession but a deep structural crisiswhich will probably extend for years.Some underlying factors that seem to be just preventing green shoot recovery from turninginto vigorous new growth are as follows : First, ongoing financial crisis in sub prime mortgagemarket, due to decreasing prices of both residental and commercial estate. As the financialsystem is severely damaged, the credit crunch will not ease quickly. Second, due to weakprofitability, corporates’ interest payments fell short of committments. Third, rising budgetdeficits and government debt ratios threaten financial stability and may cause a new mediumtermcrisis. Fourth, China’s crisis is deepening and threatening a global recovery. Fifth, risingprotectionism among leading capitalist countries may cause trade wars. Finally financingthrough consumer credits is no longer an alternative.Recovery or not, the misery of the working class all over the world is going to deepen.Unemployment is going to continue to grow even in a weak recovery. Job creation, moreover,is years away. Cuts in wages, benefits, pensions and health care and increases in indirect taxeslike VAT and SCT will accelerate, making workers pay for the crisis.Key Words: Financial Crisis, recession, recovery, green shoots, profit rates
