Fazlur Rahman, İslâm tarihi boyunca sürdürülen yorum ve ictihad usûlüne muhalefet ederek, yeni özgün bir usûl teklif etmektedir. Bu yeni usûl asırlar içerisinde Müslümanların tecrübelerine dayalı olarak teşekkül eden fıkıh usûlünün aksine nassın lafzını ve görünüşteki anlamı yerine bunun arkasındaki amacı esas almaktadır. Sorunların çözümüne yönelik olarak ictihadın dayandığı temel tek tek nasslar ve onların anlamları değil bu amaç olacaktır. Kur’ân ahkamının yeni tarihsel durumlara göre değişebileceğini de içeren bu metodoloji, Kur’an’ın tarihselliği temel tezine dayanmaktadır.

Opposing the understanding of innovation and commentary carried out throughout history of Islam Fazlur Rahman offers a new authentic methodology. Contrary to the traditional methodology of jurisprudence based on experience of the Muslims for centuries, this new methodology bases on the aim of dogmas instead of their literal meanings. This aim, not every single dogma or literal meanings of them, is to be taken as the base of innovation to solve the problems. This methodology which consists of the understanding of change of the Qur’anic judgments depending on historical cases is mainly based on thesis of historicity of the Qur’an.
