MERKEZ BANKACILIĞI HİZMETİNİN ÖZERKLİĞİ BAĞLAMINDA MERKEZ BANKALARI

Merkez bankalarının özerkliği, ekonomik kriz dönemlerinde hep tartışma konusu olmuştur. Ekonomik kriz evrelerinden çıkış için reçeteler sunan egemen ideolojiler, merkez bankalarının özerklik görünümünü de biçimlendirmiştir. Keynesyen ve neoliberal politikalar kapsamında merkez bankası özerkliğinin farklı dinamikleri söz konusudur. 21. Yüzyıl’ın ilk çeyreği sonra erdiğinde yaşanmakta olan ekonomik krizlerin, bir kez daha merkez bankası özerkliğini tartışmaya açtığı görülmektedir. Çalışma merkez bankalarının, ekonomik krizlerle tartışmaya açılan ve görünümü farklılaşan özerkliğini, merkez bankacılığı hizmeti odağından irdelemeyi amaçlamaktadır. İrdeleme, hizmetin özerklik gereksinimini ve özerkliğin hukuki, idari, mali boyutlarının yanı sıra örgütsel boyutta nasıl kurulabileceğini de kavrayarak gerçekleştirilecektir. Merkez bankaları ile ilgili inceleme, literatürde olan “bağımsızlık” çerçevesinde değil yönetim bilimleri/kamu yönetimi bağlamında özerklik ekseninde yapılacaktır.

CENTRAL BANKS WITHIN THE CONTEXT OF CENTRAL BANKING SERVICE AUTONOMY

Autonomy of the Central Banks has always been a topic of discussion during economic crisis periods. The sovereign ideologies, which provide prescriptions to overcome periods of economic crisis, also shape the autonomy perception for the Central Banks. Within the framework of Keynesian and neo-liberal policies, the autonomy of Central Banks concerns various dynamics. It can be observed that the economic crises experienced by the end of the first quarter of 21st Century have re-opened the debate on the autonomy of the Central Banks. The study aims to examine the autonomy of Central Banks, which has become the focus of discussion through the economic crisis and changed prospects, from a central bank services perspective. The examination will be developed by understanding the necessity of autonomy with respect to services, and how to establish legal, administrative, and fiscal dimensions of autonomy, in addition to the organizational dimension. The study on the Central Banks will be conducted within the autonomy framework in management/public administration rather than the axis of “independence” in literature.
