Küresel kamusal malların finansmanına bir model olarak Avrupa birliği bütçesi öz kaynaklar sistemi

Küresel kamusal malların (KKM’lar) sunumunda karşılaşılan en önemli sorun finansman olmakla birlikte küresel sorunların çözümünde uluslarüstü bir otoritenin olmaması da finansman konusundaki en büyük handikaptır. KKM sunan bir otorite olarak Avrupa Birliği (AB) uluslarüstü yapıdaki tek ve başarılı entegrasyondur ve KKM’ların finansmanında AB öz kaynaklar sistemi iyi bir model oluşturmaktadır. Bütçe gelirlerinin bir kısmının vergi gibi sağlam bir kaynağa dayanması ve demokratik ve şeffaf yapısıyla AB, kamusal mal ve hizmet üreten uluslararası kuruluşlardan ayrılmaktadır. Bununla birlikte, KKM’ların finansmanında olduğu gibi AB bütçesinin oluşturulmasında da önemli ihtilaflar yaşanmaktadır. Yaşanılan tüm ihtilaflara karşın KKM’ların finansmanında AB öz kaynaklar sistemi iyi bir model olarak durmaktadır.

European union budget own resources system as a model for financing global public goods

Whereas financing is the most important problem while providing the Global Public Goods (GPGs), not having a supranational authority to solve the global problems is the biggest handicap of financing. European Union (EU), provides the GPGs as a authority, is the unique and successful integration in supranational level and EU own resources system acts as a good model at financing the GPGs. In terms of some part of budget revenues depending on tax, a sound instrument, with its democratical and transparent structure the EU is different from international institutions that produce public goods and sevices. Nevertheless, there have been significant conflicts in setting the EU budget as well as financing the GPGs. Despite all disputes the EU own resources system is a good model for finincing the GPGs.
