Gümrük birliğinin doğrudan yabancı yatırımlara etkisi: Avrupa birliği’nin yeni üyeleri ve Türkiye üzerine bir panel veri analizi

Bölgesel ekonomik entegrasyonun en yaygın şekillerinden olan gümrük birliklerinin, üye ülkelerde ortaya çıkardığı uzun vadeli dinamik etkilerden biri yabancı yatırımları teşvik etkisidir. Bu çalışmada, gümrük birliğinin doğrudan yabancı yatırımlar üzerindeki etkisi, AB 'ye 2004 ve 2007 follarında üye olan ülkeler ve AB'ye henüz üye olmayan ancak 1995'de Birlik ile gümrük birliği anlaşmasını yürürlüğe koyan Türkiye örneğinde ampirik olarak ortaya konulmuştur. 1993-2007 döneminde gümrük birliği için kukla değişken kullanılarak oluşturulan model, sabit etkiler panel veri tahmin yöntemiyle tahmin edilmiştir. DYY'yi etkileyen diğer faktörlerden pazar büyüklüğünün göstergesi GSYÎH, ihracat ve ekonomik istikrarsızlık değişkenlerinin de yer aldığı modelin tahmini sonucunda, gümrük birliğinin söz konusu ülkelere DYYgirişi üzerinde olumlu etkiye sahip olduğu ortaya çıkmıştır. Türkiye açısından, geçmişte büyük ölçüde yapısal nedenlerle potansiyelinin altında DYY alan Türkiye 'ye, Avrupa Birliği 'ne giriş sürecinde yapılacak reformlar ve muhtemel üyelikle birlikte DYY girişlerinde bir canlanmanın olması beklenebi

The effects of customs union on foreign direct investment: A panel data analysis on new members of european union and Turkey

One of the long term dynamic effects of customs unions in member countries is to encourage foreign direct investment. In this study, using Turkey’ case, the effects of customs union on foreign direct investment is empirically investigated for countries which became a member between 2004 and 2007 and for countries which are not members but started to apply the customs union agreement in 1995. The model is estimated with panel data methods using a dummy variable for the customs union term for the period 1993-2007. The model which includes GDP, exports and economic instability as explanatory variables reveals that customs union agreement has positive effects on FDI inwards. From the view point of Turkey, FDI inflows, which were in low levels before because of the structural problems, are expected to increase due to the reforms in the process of membership to the EU.
