Yüksek öğretimde yönetsel yapı ve mali konular: Türkiye'de yüksek öğretimde yönetsel etkinliği artırmaya yönelik bir model önerisi

Türkiye’de kamu üniversitelerinin son yıllarda kapasitelerinin hızlı bir şekilde büyümesi, bu üniversitelerde yönetsel etkinliğe yönelik atılması gereken adımları daha elzem hale getirmiştir. Bu bakımdan üniversitelerin idari ve mali kapasitelerinin geliştirilmesine yönelik yeni bir anlayış ihtiyacı ortaya çıkmıştır. Bunun için bu çalışmada OECD’de ve Türkiye’de üniversitelerin kullandıkları kaynaklar karşılıklı olarak analiz edilmiş, diğer ülkelerdeki seçilmiş bazı üniversitelerin mali yapıları yakından ele alınmıştır. Son olarak Türkiye’de kamu üniversitelerinin yönetsel yapı ve işleyiş bakımından yaşadıkları sorunlar ortaya konulmuş, buna çözüm olarak bir model geliştirilmiştir.

Managerial structure and financial issues in higher education: A proposed model for increasing managerial effectiveness in higher education in Turkey

The rapid increase in the capacity of public universities in Turkey in the last years made it necessary to take steps towards managerial effectiveness in these universities. As a result, there emerged a need for a new approach to development of administrative and financial capacities of the universities. In this respect, this paper comparatively analyzes the resources used by the universities in the OECD and Turkey and examines in detail the financial structures of some of the universities selected from the other countries. Finally, this paper reveals the problems encountered by the Turkish public universities in terms of managerial structure and functioning and develops a model as a solution.
