Bu çalışmanın amacı; 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanununun getirdiği Stratejik Plana Dayalı Yönetim Anlayışının içinde Maliye Bakanlığının taşra teşkilatları olan ve halen illerde müşavir kurum olma özelliğini sürdürebilen Defterdarlıkların da bulunduğunu vurgulamak, bu doğrultuda Defterdarlıklarda yeni projelerin geliştirilip uygulanabilmesinin yolunu açacak bir takım yöntemler ortaya atarak bu konuda yapılabilecek idari düzenlemelere zemin oluşturmaya çalışmak ve ayrıca, Bakanlığın merkezden yürüteceği proje çalışmalarına Defterdarlıkların da katkıda bulunmalarını sağlamasının uygulamada son derece faydalı olacağına işaret etmektedir.

The aim of this study is to emphasize that there are Financial Offices which still maintain the feature of being the aduiser institution in the provinces and which are the Field Services of the Ministry of Finance occording to the Strategic Plan Based Management Mentality which is brought by the Public Finance Management and Control Law number 5018. This study refers that to try to provide a basis for administrative arrangements about this subject by suggesting a group of methods that will help to improve and practise new projects in the Financial Offices, and also it points out the fact that to provide the contribution of the Financial Offices to the project studies which are carried out from the central office by the Ministry is extremely beneficial in practice.
