EVRENSEL TEMEL GELİR VE UYGULANABİLİRLİĞİ ÜZERİNE BİR DEĞERLENDİRME

Evrensel temel gelir, herhangi bir koşula bağlı olmaksızın yapılan nakit transferlerdir. Teknolojik gelişmelerin iş gücü piyasalarında meydana getirdiği değişiklikler ve yoksulluğun azaltılması için alternatif politika arayışları temel gelir uygulamalarına yönelik ilgiyi arttırmıştır. Ancak evrensel temel gelir, genel ve koşulsuz bir nitelik taşıdığından ortaya çıkabilecek finansman problemleri nedeniyle sürdürülebilir görünmemektedir. Nitekim sadece vergi gelirleriyle temel geliri finanse etmek çeşitli ekonomik sorunlara neden olabilecektir. Yalnızca doğal kaynak zengini ülkelerin evrensel temel geliri finanse edebilmesi olası görünmektedir. Bu nedenle, yoksulluğu azaltmak için evrensel temel geliri finanse edebilecek uluslararası bir yardım kuruluşu oluşturulması politika alternatifidir. Çalışmada evrensel temel gelirin temel özellikleri ve uygulaması ile ilgili seçilmiş ülke uygulamalarından yola çıkılarak değerlendirmelerde bulunulacaktır

AN EVALUATION ON UNIVERSAL BASIC INCOME AND ITS APPLICABILITY

Universal basic income is cash transfers, regardless of any condition. Changes in technological developments in labor markets and the search for alternative policies to reduce poverty have increased the interest in basic income practices. However, universal basic income does not seem sustainable because of the financial problems that may arise as it has a general and unconditional feature. Thus, financing universal basic income only with tax revenues maycause various economic problems. It only seems possible that countries rich in natural resources can finance universal basic income. However, it is a policy alternative to create an international aid organization that can finance universal basic income to reduce poverty. In this study, evaluations will be made based on selected country practices regarding the basic features and application of universal basic income.
