Mondros Mütarekesi ve tatbikatından kaynaklanan İtilaf işgal ve müdahaleleri ile Enneni ve Rum talepleri Elvıye-i Selase ve doğu vilayetlerinde milli teşkilatlanmanın yolunu açmıştır. Her iki bölgede Türk-İslam ahali varlığını korumak ve ülkenin parçalanmasını önlemek için çeşitli adlarda milli teşkilatlar vücuda getirmiştir.
