Cumhuriyefin ilanından önceki dönemde, özellikle I. Dünya Savaşı öncesinde, Trabzon'un su meselesini çözmek için önemli adımlar atılmıştır. Bu amaçla şehirde "Su İane Komisyonu" kurulmuş ve bu komisyon eliyle çeşitli etkinlikler düzenlenerek, halktan önemli miktarda para toplanmıştır. Bu gelişmeler sonrasında, bilhassa yabana şirketlerin bu konuda yerel yetkililerle görüşmeler yaptığı ve bu görüşmeler sonucunda bazı projelerin ve şartnamelerin ortaya çıktığı görülmektedir. Benzer teşebbüsler Trabzon'un işgalden kurtuluşundan sonra da görülmektedir. Milli Mücadele döneminde yerli ve yabana uzmanların bu mesele hakkında hazırladıklan raporlar bilhassa önemlidir. Bütün bu adımlar aslında Cumhuriyet dönemi için önemli bir bilgi birikimi ve ön hazırlık sağlamasına rağmen, Cumhuriyefin ilanını takip eden yıllarda bu birikimden gereği gibi faydalanamamıştır.

Prior to the proclamation of the Republic, especially before World War I, considerable steps had been taken so as to cope with the issue of water in Trabzon. For this purpose, a "Water Subsidize Commission" was established, a variety of events was held and a significant amount of money was collected from the public. Following these efforts, foreign companies particularly kept in touch with local authorities considering tlx? issue, which gave rise to some projects and specifications. Similar initiatives can also be observed after Trabzon's liberation from the occupation. In this case, the reports prepared by local and foreign experts on this issue during the national struggle are of particular importance. Even though such experiences could have provided the Republican period officials with a valuable basis for the proggress in subsecjuent years, they were not appropriately considered after the proclamation years.
