Arazi ve orman değerinin saptanması konusunda araştırmalar (Ayvalık örneği)
Ormanların sahip olduğu değerler ile ilgili çalışmalar 18. yüzyılda başlamıştır. Aradan geçen süre içinde bu çalışmaların önemi azalmamış, aksine artarak devam etmiştir. Başlangıçta ormanların yalnızca odun hammaddesine yönelik üretimi göz önüne alınmıştır. Odun dışında üretilen diğer ürünlerle (su, av ve yaban hayatı, rekreasyon hizmeti, sağlık hizmeti,...) ilgili değer belirleme çalışmaları ise, 1950'li yıllarda gündeme gelmiştir. Günümüzde orman değerlerini belirleme çalışmalarına hem odun ürünü hem de diğer ürünler göz önüne alınarak devam edilmektedir. Ancak, sahip olunan sosyoekonomik koşullar, ormanlardan sağlanan pek çok mal ve/veya hizmet için pazarın oluşmasını engellemiştir. Bu durum, ormancılıkta, pazarda oluşan fiyat dışındaki ölçütleri temel alan değer belirleme yöntemlerinin geliştirilmesini ve uygulanmasını zorunlu hale getirmiştir. Bu çalışmada, ormancılıkta söz konusu olabilecek değerler, değer belirleme yöntemleri ve bunlarla ilgili kavramlar ayrıntılı olarak irdelenmiş ve ormanı oluşturan öğelerden; orman arazisinin, ağaç servetinin, ormanın ve orman alanlarına yakın tarım arazilerinin değerleri belirlenmiştir. Ayrıca, değer belirleme işlemlerinde sonucu etkileyen faktörler saptanmış ile ormancılıkta uygulanabilecek faiz oranı hesaplanmıştır. Arazi, orman ve ağaç serveti değerlerinin belirlenmesinde istatistik, gelir değeri, dönüşüm değeri, maliyet değeri ve gelecek değer yöntemleri kullanılmıştır. Ormancılıkta uygulanabilecek faiz oranını saptamak için yeni bir yöntem geliştirilmiştir.
Investigations on the appraisal of land and forest, a case study: Ayvalık
The studies related to the values of forests began in the $18^{th}$ century and uncreated in number in time. At the beginning, the production of the forests aimed only at wood raw materials. The appraisal studies related to the other products, apart from wood, came into the agenda considerably late, in 1950s. Today, the appraisal of the forest values continue by taking wood as well as other products into consideration. Due to the present social and economical conditions, the market for various numbers of goods and services provided by forests does not exist. For this reason, it has become necessary to develop and apply valuation (appraisal) methods which take into consideration other criteria apart from market price. In this study the values of forest land, timber stand, forest derived from timber harvesting and the value of agricultural land are examined. In addition, the factors affecting forest values are determined and the interest rate applicable to the forestry is calculated. The values of forest lands and lands have been determined by statistical method, and income value method. The stumpage prices of the product ranges with respect to compartments have been calculated by taking advantage of the conversion value method. The value of timber stand has been calculated by using cutting value, cost value and future value methods, and the interest rate applicable to the forestry has been calculated by a new method developed for this study.
