1954 SEÇYMLERYNYN ÖNEMY, ÖNE ÇIKAN ÖZELLYKLERY VE SYYASY SONUÇLARI

1954 seçimleri DP'nin ilk kez iktidar partisi olarak gitti?i, CHP'nin de ilk kez muhalefet partisi olarak katyldy?y seçimlerdir. Seçmenler ilk defa iktidardayken icraatlarini gördükleri iki parti arasynda bir seçim yapma durumundadyr. Seçim propagandalarynda DP dört yyllyk iktidary döneminde yapmy? olduklaryny anlatyrken milli irade kavramyny ön plana çykartmaktadyr. CHP ise pahalyly?yn artty?y gibi sorunlary gündeme getirirken özellikle Petrol ve Yabancy Sermayeyi Te?vik Kanunlary üzerinden Türkiye'nin ba?ymsyzly?ynyn tehlikede oldu?undan hareketle bir rejim sorunu üzerine vurgu yapmaktadyr. ilk kez Meclis'i denetleyecek, egemenli?in kullanymynda Meclis'ten ba?ka kurumlara da yer verecek bir bürokratik mekanizma olarak Anayasa Mahkemesi'ni kurmaktan bahsetmektedir. Seçimlerden DP daha da güçlenerek çykmy? ve bu gücün daha sonralary güdece?i politikalarda etkili olaca?y seçimden hemen sonra görülmeye ba?lamy?tyr. DP egemenli?in tümüyle hükümet tarafyndan kullanylabilece?i anlayy?y do?rultusunda hareket etmi?tir. CHP'de ise seçim yenilgisi partinin politikalarynyn hatta genel ba?kanyny yeniden de?erlendirmesine yol açmy?tyr. CHP'nin bu tarihten sonra nasyl bir politika izleyece?inin dönüm noktasy olmu?tur.

THE IMPORTANCE, PROMINENT FEATURES AND POLITICAL CONSEQUENCES OF 1954 ELECTIONS

In 1954 elections, for the first time DP joined to the elections as the ruling party whereas CHP joined as the opposition party. For the first time, the voters were to choose between two parties for which they saw their practices when they were in power. In electioneering, DP had brought the concept of national will to the fore when they were explaining their actions during their four-year rule. CHP, on the other hand, had emphasized the problem of regime, from the fact that Turkey's independence is in danger due to the Petroleum and Foreign Investment Promotion Act and brought the problems such as the increase of costliness into question. For the first time, they mention the foundation of Constitutional Court as the bureaucratic mechanism which will control Assembly and allow institutions other than Assembly to use sovereignty. After the elections, DP was more powerful and it was clearly seen that this power will be effective in their future politics. DP acted with the understanding that sovereignty could be entirely used by the government. The loss of CHP in the elections resulted in their revaluation of their party policies and even their party chairman. It was a milestone which defined the future policies of CHP.
