93 HARBİ'NİN ORTAYA ÇIKARDIĞI BİR DENİZ HARP STRATEJİSTİ: STEPAN OSİPOVİCH MAKAROV

Bu çalışmada, XIX. yüzyıl boyunca deniz harp doktrinlerinin SanayiDevriminin tetiklediği teknolojik gelişmelere paralel olarak hızla evrildiği esaskabul edilerek, 93 Harbi sonunda ortaya çıkan Rus deniz harp stratejisti StephanOsipovich Makarovun Discussion of Questions in Naval Tactics adlı kitabı elealınmaktadır. Makarovun eserinde belirtilen deniz taktikleri ve buna bağlı olarakstratejik bir bakış açısının arka planını oluşturan 93 Harbindeki torpidoharekâtları ve bunların deniz harp doktrinlerine katkıları ortaya konulmaktadır.Ayrıca bir karşılaştırma imkânı sağlamak açısından yazarın eseri, dönemin denizharp doktrincileriyle karşılaştırmalı olarak analizi yapılarak, ortaya attığı özgünfikirlerin Osmanlı dâhil olmak üzere çevresindeki dünyayı nasıl etkilediğiüzerinde durulmuştur.

A Naval Strategist Revealed by the Russo-Turkish War: Stepan Osipovich Makarov

Acknowledging that naval warfare doctrines rapidly evolvedthroughout the 19thcentury, in parallel to technological advancements triggeredby the Industrial Revolution, this study analyses Russian naval warfare strategistStephan Osipovich Makarov s treatise Discussion of Questions in Naval Tactics,written after the 1877-78 Russo-Turkish War. Naval tactics related to torpedooperations during the Russo-Turkish War, which reflect the backstage of astrategic perspective, as well as their contributions to naval warfare doctrines aredescribed. Furthermore, the article offers a comparative approach by juxtaposingthe writer s work with other naval warfare strategists of his time, demonstratinghow his original ideas influenced his environment, including the OttomanEmpire.
