Kamu Kesiminde Stratejik Planlama ve Çalışanlara Yansıması: Hacettepe Üniversitesi Örneği

Türkiye, 2003 yılında çıkarılan 10/12/2003 tarih ve 5018 sayılı Kamu Malî Yönetimi ve Kontrol Kanunu ile kamu kesiminde stratejik yönetim yaklaşımının benimsenmesi açısından oldukça önemli bir adım atmıştır. 5018 sayılı Kanun aynı zamanda, kamu harcama reformunun bir parçası olarak 2001 yılında başlatılan Performans Esaslı Bütçeleme çalışmalarının da temel çerçevesini oluşturmaktadır. Kânunun oluşturduğu çerçevede alman Yüksek Planlama Kurulu kararları doğrultusunda sekiz kamu idaresinde stratejik planlama çalışmaları başlatılmıştır. Bu çalışmada, söz konusu sekiz kamu idaresi arasında yer alan Hacettepe Üniversitesi'nde bir alan araştırması gerçekleştirilmiştir. Araştırma kapsamında bölüm başkanları ve akademik personele yöneltilen sorularla stratejik planlama sürecinin çalışanlarca benimsenme düzeyi ve temel sorun alanları belirlenmeye çalışılmıştır. Çalışmanın bulguları, iletişim, katılım, bilgi yönetimi gibi bazı alanlarda sıkıntılar yaşanmasına rağmen, araştırmaya katılan akademik personelin genel olarak stratejik planlama çalışmalarını oldukça olumlu algıladığını göstermiştir. Sonuç olarak Hacettepe Üniversitesi'nin, mevcut bilgi ve tecrübe birikimi ile söz konusu alanlardaki eksikliklerini de kapatarak, diğer kamu örgütleri için örnek bir uygulama modeli oluşturabileceği düşünülmektedir.

Strategic Planning in the Public Sector and Its Reflections upon Employees: The Case of Hacettepe University Turkey has taken a significant step in adopting the Strategic management approach in public sector with the enactment of Act 5018 (titled Public Financial Administration and Control Act-10/12/2003). The Act constituted the main framework for the Performance Based Budgeting initiative started in the year 2001 as a part of public expenditures reform. In line with the Act, and parallel to the decisions of High Planning Council, eight public agencies, including Hacettepe University, have launched their strategic planning activities. In this study, a survey has been conducted at Hacettepe University among the department heads and other academic personnel in order to assess the adoption rate of strategic management philosophy by the personnel and to find out the major problem areas by asking questions on the participants' perceptions of the issue. Findings of the study demonstrate that academic personnel perceive the studies rather positive in general, although they observe some defects in the fields of communication, participation and information management. As a conclusion, the study shows that Hacettepe University, with its current level of knowledge and experience, can be a positive implementation model for the other public organizations after eliminating the cited deficiencies.
