Kamu Hizmetlerinde Bilgi Teknolojileri: Fırsat ve Tehditler

20. yüzyılın son çeyreğinde yaşanılan bilimsel gelişmeler, iş dünyasında ve devlet yönetiminde mevcut yapı ve sistemleri önemli ölçüde etkileyerek "yeni ve farklı bir dünyanın" habercisi olmuştur. Bu değişim çerçevesinde devletler tarafından kullanılan Bilgi Teknolojileri (BT) uygulamalarının kamu hizmetlerine pek çok açıdan önemli katkılarda bulunduğu gözlenmektedir. Ancak son yıllarda devlet birimlerinin yararlandığı BT uygulamaları arasında yer alan "Kitle İzleme Teknolojilerinin", bireysel hak ve özgürlükler üzerinde önemli bir tehdit oluşturduğu gözlenmektedir. İzleme teknolojilerinin kötüye kullanımına ait çok sayıdaki olumsuz örnek, çağdaş dünyada gelişip yaygınlaşan BT uygulamalarının bir "Gözetim Toplumu" yaratılmasına neden olabileceği yönündeki kaygıları güçlendirmektedir. Bu çalışmada, söz konusu kaygılardan yola çıkılarak, BT uygulamalarının bireysel özgürlüklere ve toplumsal hayata olumlu ve olumsuz yansımalarının, kapsamlı bir muhasebesi yapılmıştır. Çalışma bulguları, 21. yüzyılda "bireyin mahremiyetinin korunmasının" ve BT uygulamaları yoluyla "bireysel özgürlüklerin geliştirilmesinin" mümkün olduğunu, ancak bu idealin gerçekleştirilebilmesinin üç temel koşula bağlanabileceğini göstermiştir; değişen şartlara göre sürekli olarak güncellenen ve güçlü yaptırımları olan bir hukuksal çerçeve; demokratik, açık ve çoğulcu bir toplum yapısı ve bu ideale adanmış bir kamu yönetimi.

Information Technology in Public Services: Opportunities and Threats

Scientific advancements at the last quarter of 20th century brought "a new and different world" by affecting the existing structures and systems in both business and government. In this framework, Information Technologies (IT) used by states have contributed a lot to public services in many respects. While this encouraging IT transformation is gaining an impetus, "Mass Surveillance Technologies" (MST) used by state agencies pose an important threat on civil rights and liberties. Some examples of corruption in MST usage are strengthening the suspects and worries about the emergence of a Surveillance Society. This study tries to make a comprehensive analysis of pros and cons of IT usage in public services with regard to civil liberties and social structure. In conclusion, the study shows that "protection of privacy" and "advancement of civil liberties" in the 21s t century are possible, but the realization of this ideal rests on three conditions; a continuously updated legal structure with strong sanctions; a democratic, open and pluralistic society and a public administration highly committed to this ideal.
