Yabancı Dil Öğretmeni Yetiştirmede Avrupa Politikaları ve Uygulamalar

Avrupa Konseyi, ortak kararlarla tüm üye devletlerdeki eğitim sistemlerinde ortak uygulamalara dayalı Avrupalı bir eğitim sistemini yaygınlaştırmayı amaçlamaktadır. Bu yaygınlaştırma politikası içerisinde ortak bir sisteme dayalı yabancı dil öğretimi, öğrenimi ve yabancı dil öğretmeni yetiştirme uygulamaları da yer almaktadır. Yabancı dil öğretimi uygulamalarında ortak bir çerçeve program olarak "Avrupa Dilleri Öğretimi Ortak Çerçeve Programı" (The Common European Framework of Reference for Languages), yabancı dil öğrenenlerin dil yeterliklerini standart bir biçimde kayıt altına almalarına ve gerektiğinde beyan etmelerine olanak sağlayan "Avrupa Dil Portfolyosu" (The European Language Portfolio) ve yabancı dil öğretmenliği programlarında öğrenim görmekte olan öğretmen adaylarının eğitim öğretim sürecindeki kazanımlarını ortak ölçütler çerçevesinde değerlendirmelerine olanak sağlayan "Yabancı Dil Öğretmenliği Okuyanlar İçin Avrupa Portfolyosu" (European Portfolio for Student Teachers of Languages) geliştirilmiştir. Bu ortak Avrupalı sistemin sağlıklı biçimde yaygınlaşması ve standart uygulamalar haline gelmesi için Fransa'nın Strazburg kentinde bulunan Avrupa Konseyi Dil Politikaları Birimi ve Avusturya'nın Graz şehrinde bulunan Avrupa Modern Diller Merkezi çalışmalarını sürdürmektedir. Bu çalışmada, yabancı dil öğretmen adaylarına mesleki yeterliklerin kazandırılmasında ortak Avrupa standartlarının nasıl yansıtılabileceğine ilişkin konular ele alınmaktadır.

European Policy and Practices in Training Foreign Language Teachers

Council of Europe aims to disseminate a common European education system based on common practices in every member state. In this dissemination policy, there exist such issues as foreign language teaching, learning and foreign language teacher training practices based on a common system as well. The Common European Framework of Reference for Languages, CEFR as a common framework; the European Language Portfolio, ELP as a tool for recording and reporting the language competencies of language learners in a standardised manner; and the European Portfolio for Student Teachers of Languages, EPOSTL as a self-assessment tool for student teachers to evaluate their own achievements according to common standards in their education process have been developed. The Council of Europe Language Policy Division in Strasbourg, France and the European Centre for Modern Languages in Graz, Austria have been pursuing their works in order to disseminate and standardise this common European system successfully and fruitfully. In this study, the issues on how to reflect the common European standards on to professional achievements of the prospective foreign language teachers have been discussed.
