Türkiye’de Genç İşsizlik ve Yoksulluk İlişkisi: Bölgeler Düzeyinde Bir İnceleme

Genç nüfusun yoksulluk düzeyinin küresel düzeyde artış göstermesi son yıllarda uluslararası raporlarda sıklıkla konu edilmekte ve bu durum konu üzerindeki ilginin artmasına yol açmaktadır. Bu çalışmanın amacı genç işsizlik ve yoksulluk ilişkisini Türkiye için incelemektir. Bu kapsamda 20062017 dönemi dikkate alınarak bölgesel düzeyde bir analiz yapılmış ve yöntem olarak DumitrescuHurlin 2012 panel nedensellik testinden yararlanılmıştır. Bu çalışmayı benzer konuyu işleyen diğer çalışmalardan farklı kılan bazı unsurlar bulunmaktadır. Bu unsurlar şu şekilde sıralanabilir. Genç işsizlik toplam, erkek ve kadın genç işsizlik olarak ayrı ayrı ele alınmıştır 1 . Türkiye ekonomisi için on iki coğrafi bölge düzeyinde analiz yapılmıştır 2 . Çalışmanın bulgularına göre, Türkiye’de toplam genç işsizlik ve erkek genç işsizlik yoksulluk ile çift yönlü nedensellik ilişkisine sahiptir. Kadın genç işsizlikte ise durum biraz daha farklıdır. Kadın genç işsizlikten yoksulluğa doğru olmak üzere tek yönlü nedensellik ilişkisi gözlenmiştir. Panelin geneli için geçerli olan bu sonuçlar bölgeden bölgeye farklılık göstermektedir. Sonuç olarak Türkiye ekonomisinde genç işsizlik ve yoksulluk birbirinin hem nedeni hem de sonucu olarak görünmektedir

The global increase in the poverty level of the youth population is frequently discussed in international reports in recent years and this leads to an increase in interest on the issue. The purpose of this paper is to examine the relationship between youth unemployment and poverty for Turkey. In this context, an analysis was made at the regional level by taking into account the periods of 2006-2017 and Dumitrescu-Hurlin 2012 panel causality test was used as the method. There are a number of elements that differentiate this study from others which handle a similar issue. These elements can be listed as follows: The youth unemployment has been considered in three different ways as total, male and female youth unemployment 1 . The analysis was performed at the level of twelve geographical regions for Turkey’s economy 2 . According to the findings of the study, total youth unemployment and male youth unemployment have a bidirectional causality relationship with poverty in Turkey. In the case of female youth unemployment, the situation is slightly different. A unidirectional causality relationship was obtained from female youth unemployment to poverty. These results, which are valid for the general panel, vary from region to region. As a result, we may conclude that youth unemployment and poverty have causal relationships with each other
