Lizbon anlaşması'nın Avrupa parlamentosu'nun işlevsel rolü üzerine etkisi ve parlamentoda siyasi hayat

Avrupa Birliği günümüzün en çok tartışılan ve üzerinde en çok şey yazılan ulus-üstü kurumu olarak araştırmacılar tarafından farklı incelemelere konu olmaktadır. Birliğin organları, giderek kapsamı genişleyen ve hayatın her alanını artan oranlarda etkileyecek şekilde bağlayıcı kararlar almakta ve bu kararları tek bir merkezden yürütmektedirler. Birlik, 27 üye ülkenin ve 490 milyon Birlik vatandaşının adına konuşmaktadır ve artan bir biçimde dikkati çeken "Brüksel faktörü", siyasi hayatın önemli merkezi olmuştur. AB Uluslar üstü bir niteliğe bürünmek ve yasal statüye kavuşmak yolunda her bir genişlemede önemli adımlar gerçekleştirmiştir. Bu adımlardan sonuncusu ve en önemlisi de Lizbon Antlaşmasıdır. Antlaşmasının getirmiş olduğu önemli değişikliklerden biri, Parlamentonun yapısı ve karar alma sürecine yöneliktir. Son düzenleme ile beraber parlamento, AB'nin geleceğine yönelik birçok önemli kararın alınmasında etkili konuma gelmiştir. Çalışmada, Birliğin siyasal sisteminin işlemesinde yaşamsal görevler icra eden Parlamento'nun yapısı, parlamentoda cereyan eden siyasal hayat ve siyasi parti grupları ele alınarak konunun ayrıntıları ortaya konulmuştur.

İmpact of Lisbon treaty on European parliament's functional role and political life in the parliament

European Union is one of the mostly-discussed supranational organisation which draws attention of many researchers studying the various aspects of the EU. Institutions of the EU have been making binding decisions in many fields, which increase day by day and they supervise the implementation of these decisions from one single centre. Union has the say for 27 member states and 490 million citizens of the EU. Brussels, which draws ever more attention has become the most important centre of the political life. EU has progressed significantly in its path towards supranational unity and influential legal status. The last and the most important of the steps towards this goal is the Treaty of Lisbon. One of the most important changes brought about by the Treaty regards the structure and decision-making procedure of the European Parliament. With the latest amendments the Parliament's role has become central in many decisions. In this study, details of the subject have been analysed, focusing on the political life and political groupings in the European Parliament.
