Karayollarında Fiyatlandırma ve Dünya Uygulamaları

Dünyada değişen ekonomik anlayışın sonucu olarak özelleştirme uygulamaları hız kazanmaya ve birçok alanda devletin üstlenmiş olduğu görevler özel sektö- re devredilmeye başlanmıştır. Bu bağlamda çoğu ülkede tam kamusal mal ola- rak adlandırılan karayollarının yapım ve işletmesinde özel sektör ön plana çı- karılmıştır. Bunun neticesinde ise bir mal olarak karayollarının niteliği de değiş- me göstermiştir. Ülkeler bu uygulamayla birlikte kamunun yükünü hafifletmeye, hizmet kalitesini artırmaya ve ekonomide etkinliği sağlamaya çalışmaktadırlar. Bu çalışmanın amacı karayollarının fiyatlandırmasında uygulanan yöntemler ve bunların dünya uygulamalarını ortaya koymaktır. Bu kapsamda hazırlanan ça- lışmada öncelikli olarak karayollarında fiyatlandırma yöntemleri ve teknikleri ele alınmış ardından dünyada karayollarının fiyatlandırması konusunda ülke uygula- malarına yer verilmiştir. Çalışma sonucunda karayollarında fiyatlandırma uygu- lamalarının yaygınlaştırılması gerektiği ancak başarılı olabilmesi için yasal dü- zenlemelerin yanı sıra gelişmiş bir teknolojinin de gerekli olduğu sonucuna va- rılmıştır.

Road Pricing and World Applications

Privatization has increased as a result of changing economic sense in the world and the duties of the state in many areas began to be transferred to the private sector. In this context, construction and operation of roads called as pure pub- lic goods have started to be transferred to the private sector in most countries. Thus, nature of the roads as a commodity has begun to change. Countries have tried reducing the burden of the public sector, improving service quality and en- suring efficiency in the economy with this application. The aim of this study is to inference by putting forward the methods used in the road pricing and their world applications. In this regard, first road pricing methods and techniques were tack- led and then road pricing practices of countries in the world were indicated. Fi- nally, it has been demonstrated that the pricing practices of roads should be ex- tended but to be successful, advanced technology is necessary as well as legal arrangements.
