Yükseköğretim kanunu taslağı'nın mali boyutu
Bu yazıda Yükseköğretim Kurulu taralından sunulan yükseköğretim kanun taslaklarında öngörülen mali düzenlemeler ele alınacak ve bu düzenlemelerin doğuracağı muhtemel sonuçlar tartışılacaktır. İnceleme Kasım 2012 ve Ocak 2013 tarihlerinde çıkmış iki taslak arasındaki farklılıklar ve benzerliklere değinecektir. Yazının birinci bölümü Kasım ve Ocak Taslaklan'ndaki mali hükümleri kıyaslamalı şekilde ele alacaktır. Bu bağlamda öğrenci harçları, finansman modeli, akademisyenlere dönük ücret uygulaması, istihdam modeli ve kamu-dışı üniversitelere ilişkin düzenlemeler değerlendirilecektir. Yazının ikinci bölümünde ise ilk bölümdeki saptamalardan hareketle üniversitelerin piyasayla ve sivil toplumla eklemlenme biçimine ilişkin bir değerlendirme sunulacaktır.
The financial aspect of the draft for the higher educational bill
This paper investigates the financial clauses in two different drafts for the new higher education law by the Council of Higher Education of Turkey and pursues a discussion on the expected consequences of the related changes. The first part of the paper compares two drafts disseminated in October 2012 and January 2013 with a focus on tuitions, the financing model, compensation policy for academic staff, the employment model, and the non-public universities. The second part of the paper embarks on a general assessment with an analysis of the prospective relations of the universities with the civil society and the market.
